SEAL Team Six members among those killed in Afghanistan

Insurgents shot down a U.S. military helicopter during fighting in eastern Afghanistan, killing 30 Americans, most of them belonging to the same elite unit as the Navy SEALs who killed al-Qaida leader Osama bin Laden, U.S. officials said Saturday. It was the deadliest single loss for American forces in the decade-old war against the Taliban.

The downing, in which seven Afghan commandos were also killed, was a stinging blow to the lauded, tight-knit SEAL Team 6, months after its crowning achievement. It was also a heavy setback for the U.S.-led coalition as it begins to draw down thousands of combat troops fighting what has become an increasingly costly and unpopular war.

None of the 22 SEAL personnel killed in the crash were part of the team that killed bin Laden in a May raid in Pakistan, but they belonged to the same unit. Their deployment in the raid in which the helicopter crashed would suggest that the target was a high-ranking insurgent figure.

SEALs are based in Virginia and California, but there was no immediate word on the origin of the troops killed. The Norfolk Virginian-Pilot reported on its website that an official could not say whether any of the SEALS were from Little Creek in Virginia Beach.

Special operations forces, including the SEALs and others, have been at the forefront in the stepped up strategy of taking out key insurgent leaders in targeted raids, and they will be relied on even more as regular troops pull out.

The strike is also likely to boost the morale of the Taliban in a key province that controls a strategic approach to the capital Kabul. The Taliban claimed they downed the helicopter with a rocket while it was taking part in a raid on a house where insurgents were gathered in the province of Wardak overnight. Wreckage of the craft was strewn across the crash site, a Taliban spokesman said.

A senior U.S. administration official in Washington said it appeared the craft had been shot down. The official spoke on condition of anonymity because the crash is still being investigated.

"Their deaths are a reminder of the extraordinary sacrifices made by the men and women of our military and their families, including all who have served in Afghanistan," President Barack Obama said in a statement, adding that his thoughts and prayers go out to the families of those who perished.

The U.S.-led coalition said in a statement that 30 American service members, a civilian interpreter and seven Afghan commandos were killed when their CH-47 Chinook crashed in the early hours Saturday. A current U.S. official and a former U.S. official said the Americans included 22 SEALs, three Air Force air controllers and a dog handler and his dog. The two spoke on condition of anonymity because military officials were still notifying the families of the dead.

Afghan President Hamid Karzai announced the number of people killed in the crash and the presence of special operations troops before any other public figure. He also offered his condolences to the American and Afghan troops killed in the crash.

The deaths bring to 365 the number of coalition troops killed this year in Afghanistan and 42 this month.

The overnight raid took place in the Tangi Joy Zarin area of Wardak's Sayd Abad district, about 60 miles (97 kilometers) southwest of Kabul. Forested peaks in the region give the insurgency good cover and the Taliban have continued to use it as a base despite repeated NATO assaults.

Taliban spokesman Zabiullah Mujahid said in a statement that the helicopter was involved in an assault on a house where insurgent fighters were gathering. During the battle, the fighters shot down the helicopter with a rocket, he said.

An American official in Brussels said the helicopter was a twin-rotor Chinook, a large troop and cargo transporter.

The casualties are believed to be largest loss of life in the history of SEAL Team Six, officially called the Navy Special Warfare Development Group, or DEVGRU. The team is considered the best of the best among the already elite SEALs, which numbers 3,000 personnel.

NPR and ABC News first reported that those aboard were believed to be Navy SEALs. The AP withheld the report at the request of their sources until they believed the majority of families of those lost had been notified.

The death toll surpasses the previous worst single day loss of life for the U.S.-led coalition in Afghanistan since the war began in 2001 — the June 28, 2005 downing of a military helicopter in eastern Kunar province.

In that incident, 16 Navy SEALs and Army special operations troops were killed when their craft was shot down while on a mission to rescue four SEALs under attack by the Taliban. Three of the SEALs being rescued were also killed and the fourth wounded.

Afghanistan has more U.S. special operations troops, about 10,000, than any other theater of war. The forces, often joined by Afghan troops, carry out as many as a dozen raids a night and have become one of the most effective weapons in the coalition's arsenal, also conducting surveillance and infiltration.

From April to July this year, special operations raids captured 2,941 insurgents and killed 834, twice as many as those killed or captured in the same three-month period of 2010, according to NATO.

The coalition plans to increase its reliance on special operations missions as it reduces the overall number of combat troops.

Night raids have drawn criticism from human rights activists and infuriated Karzai, who says they anger and alienate the Afghan population. But NATO commanders have said the raids are safer for civilians than relatively imprecise airstrikes.

The loss of so many SEALs at once will have a temporary impact on the tempo of missions they can carry out, but with an ongoing drawdown of special operations forces from Iraq, there will be more in reserve for Afghan missions.

The site of the crash, Tangi, is a particularly dangerous area, the site where many of the attacks that take place in the province are planned, said Wardak's Deputy Gov. Ali Ahmad Khashai. "Even with all of the operations conducted there, the opposition is still active."

The U.S. army had intended to hand over its Combat Outpost Tangi to Afghan National Security Forces in April, but the Afghans never established a permanent base there. "We deemed it not to be stategic and closed it," said coalition spokesman U.S. Army Maj. Jason Waggoner. "The Taliban went in and occupied it because it was vacant."

Western military commanders have been debating moving forces from other areas in Afghanistan to reinforce troops around the capital and in the east, where the Taliban is often aided by al-Qaida and other terrorist groups. Earlier this year, the U.S. military closed smaller outposts in at least two eastern provinces and consolidated its troops onto larger bases because of increased insurgent attacks and infiltration from the Pakistan border.There have been at least 17 coalition and Afghan aircraft crashes in Afghanistan this year.

Most of the crashes were attributed to pilot errors, weather conditions or mechanical failures. However, the coalition has confirmed that at least one CH-47F Chinook helicopter was hit by a rocket propelled grenade on July 25. Two coalition crew members were injured in that attack

Kuantan, 15 Sep – Sebuah kapal dari Kelas Peronda Generasi Baru, KD PERAK yang berkhidmat di bawah naungan Markas Wilayah Laut 1 telah berjaya menggeledah serta menahan sebuah bot nelayan Thailand yang disyaki menyamar dengan menggunakan nombor pendaftaran KNF 7359 pada 14 September 2011 kira-kira pada jam 5.27 petang. Bot tersebut telah memasuki perairan Pantai Timur Semenanjung Malaysia dikesan di posisi 80 batu nautika timur laut Tanjung Gelang. Bot tersebut didapati sedang melakukan aktiviti penangkapan ikan dengan menggunakan pukat jerut dan menyalahi Akta Penangkapan Ikan 1984. Bot tersebut adalah sepanjang 15 meter dan berwarna merah.

Siasatan mendapati 8 awak-awak warganegara Thailand berada di atas bot terbabit. Bot terbabit tidak mempunyai permit menangkap ikan di perairan negara dan kesemua awak-awak tidak memiliki sebarang pengenalan diri. Beberapa peralatan menangkap ikan telah disita seperti magnetik kompas, radio dan Global Positioning System (GPS). Pihak TLDM seterusnya menghubungi Agensi Penguatkuasaan Maritim Malaysia (APMM) Wilayah Timur untuk siasatan lanjut dan pendakwaan. KD PERAK telah mengiringi bot yang ditahan ke perairan Tanjung Gelang dan dijangka membuat pertemuan dengan sebuah bot ronda APMM iaitu KILAT 49 di posisi 1 batu nautika timur laut Tanjung Gelang pada 15 Sep 2011 jam 7.30 pagi.

Penahanan ini telah membuktikan keberkesanan operasi TLDM dalam mengawal dan melindungi kepentingan maritim di perairan Malaysia. Selain itu, kerjasama baik yang sedia terjalin antara TLDM dan APMM mampu mewujudkan persekitaran maritim yang aman serta selamat.

Defence's aviation support vehicles "too old to use"

PETALING JAYA: Most of the Defence Ministry's aviation ground support vehicles (AGSV) are just too old to operate, said the Auditor-General's Report 2010.

A random audit showed more than 90% of the vehicle were above the operational age limit and constantly broke down.

The ministry has 344 of such vehicles, including towing tractors, runway sweepers, cranes, fire tenders, forklifts, aircraft refuelers, cargo loaders, prime movers and crash ambulances.

From their random test of 74 vehicles, it was discovered that 70 vehicles exceeded the maximum age limit of up to 15 years and as such, often become faulty. and damaged.

Repair and maintainence costs of the AGSVs' were high.

In a reply, the Treasury acknowledged the matter and said that they have an annual budget of RM4mil to buy new AGSV's, but the amount was only enough to buy one or two vehicles.

The A-G's Report also pointed out the poor condition of buildings and facilities in reserve military personnel (askar wataniah) bases.

Among the worst is the Kota Belud base, Rejimen 507, where frequent electrical and water outages occur.

“Women bathe from piped water located outside the building. The area is only covered by canvas; while the men have to pull a hose from a pipe over 100m to their living quarters bathroom because of water outage.

“The facility also has no perimeter fencing which poses a serious security risk,” the report said, adding that this was among factors which led to low morale among the reserve unit.

The Treasury, in its reply, said the army has 122 camps nationwide with most of them over 50 years old. It needs RM170mil annually to properly maintain all its infrastructure but only received RM87mil in allocation.

yup, umur sesetengah AGSV mmg amat tua sekali, ada yang sezaman nuri lagi, apapun bg unit or skn baru seperti sukhoi, ada juga AGSV yang dipackagekan bersama pesawat namun AGSV yang lain seperti refueler ngan sweeper tetap kena beli... mmg rege bagi setiap AGSV amat mahal, kadang2 more then 300k per unit, seperti runaway fire vehicle...

tak silap pokcik, local companies macam Persaka Astana, Scomi dan DefTech boleh keluarkan specialized vehicles. cuma equipment sahaja kena beli dari luar. kalau badan buat dalam MY dan equipment beli dari luar mungkin boleh kurang sikit kos.

RM142m RazakSAT faulty after just one year, says federal auditor

KUALA LUMPUR, Oct 24 —
Malfunctions barely a year after the RM142 million RazakSAT satellite
was launched caused it to take 1,328 unusable mapping images that were
inaccurate by up to 37km, the Auditor-General’s report showed today.
The report made available today said state-owned Astronautic
Technology Sdn Bhd (ATSB), which operates RazakSAT, lost RM10.89 million
in 2009, of which RM7.7 million went towards insurance premiums for the
faulty satellite.

“The operational lifespan of RazakSAT is three years. But the
RazakSAT satellite failed to function fully on August 30, 2010, a year
and sixteen days from launch date,” Auditor-General Tan Sri Ambrin Buang
wrote.

The Auditor General added that the remote sensing satellite was
designed to “capture images within 1km accuracy” but “an image of an
area in Sungai Buloh and Subang missed by 37km and captured Kuala
Selangor.”

As a result, 1,328 high-resolution images could not be used for the
project’s stated objective of providing remote information for land
development, forestry and fish migration.

ATSB had promised to deliver images from the satellite, touted as the
world’s first remote sensing satellite launched into near equatorial
orbit (NEqO), last year but have yet to release any pictures.

Its orbit allows RazakSAT to revisit some parts of Malaysia every 90
minutes, instead of once every two weeks as is normal with
sun-synchronous optical satellites.

The Auditor-General said that ATSB, which built the satellite with a
RM141.8 million government grant, had made corrections to the satellite
but only reduced the level of error by between 2.4 and 22km.

The report said efforts to improve RazakSAT’s accuracy were
terminated in December 2010 and “the payment to ATSB was settled for a
RM650,000 discount from the total project price of RM5.96 million.”

“Based on the feedback from ATSB, the RazakSAT satellite is a
research and development project and not a commercial project,” the
audit added.

ATSB’s website calls the RazakSAT project a “cost-effective high
resolution imaging system for Earth observation specifically for a small
satellite (weighing) less than 200kg”.

APMM Menemui Semula Bot Tunda Dan Baj Membawa Minyak Kelapa Sawit Bernilai 11.6 Juta Yang Di Rompak

JOHOR BAHRU 28 Okt – Agensi Penguatkuasaan Maritim Malaysia Wilayah Maritim Selatan berjaya menemui semula sebuah baj yang telah dirompak semasa dalam perjalanan Sandakan ke Johor Bahru kelmarin.

Ketua Penguat Kuasa Maritim Wilayah Selatan, Laksamana Pertama Maritim Zukifili Abu Bakar berkata, ketika kejadian 25 Okt 2011 lebih kurang 3.00 pagi sebuah bot tunda Ever Commender dan Baj Scow Ever Growth bersama sembilan kru terdiri dari tiga warga Malaysia dan enam warga Indonesia berumur antara 24 hingga 37 tahun dengan membawa minyak kelapa sawit sebanyak 2,700 tan telah dirompak di perairan Pulau Pengibu, Indonesia.

Beliau berkata, APMM Wilayah Selatan menerima maklumat kejadian pada 26 Okt 2011 lebih kurang jam 6.01 petang melalui Pasukan Gerakan Marin (PGM) Tampoi setelah laporan polis dibuat oleh Pengurus Syarikat di Sandakan.

“Hasil dari maklumat tersebut, APMM Wilayah Selatan telah mengerakan tiga bot laju dari Daerah Maritim 7 (DM7) untuk mengesan bot tunda dan baj tersebut.

“Dimaklumkan perompak seramai enam orang warga asing telah menawan bot tunda dan baj diperairan Indonesia dan memisahkan baj dari bot tunda bertujuan untuk membawa lari baj berisi minyak kelapa sawit yang bernilai 8.1 juta” katanya di sini.

Menurutnya, tindakan pantas APMM telah menemui bot tunda bersama tujuh kru yang dalam keadaan selamat dikedudukan 3.3 batu nautika Barat Daya Tanjung Stapa.

“Kesemua kru tidak mengalami sebarang kecederaan. Dimaklumkan perompak telah melarikan komputer serta barang-barang peribadi dan merosakkan alat komunikasi bot tersebut.

“Hasil dari maklumat kru bot tunda, bot laju yang ditugaskan telah meneruskan pencarian dan berjaya menemui semula baj tersebut pada 27 Okt 2011 lebih kurang jam 2.45 petang. Baj bersama dua kru berjaya ditemui terapong dikedudukan 13.2 batu nautika Timur Laut Tanjung Punggai, Johor, katanya lagi.

Bot tunda dan Baj telah diiringi masuk ke Pelabuhan Pasir Gudang pada hari ini (28 Okt 2011) untuk membuat laporan polis dan siasatan lanjut oleh APMM.

project’s stated objective of providing remote information for land
development, forestry and fish migration.

ATSB had promised to deliver images from the satellite, touted as the
world’s first remote sensing satellite launched into near equatorial
orbit (NEqO), last year but have yet to release any pictures.

Its orbit allows RazakSAT to revisit some parts of Malaysia every 90
minutes, instead of once every two weeks as is normal with
sun-synchronous optical satellites.

The Auditor-General said that ATSB, which built the satellite with a
RM141.8 million government grant, had made corrections to the satellite
but only reduced the level of error by between 2.4 and 22km.

The report said efforts to improve RazakSAT’s accuracy were
terminated in December 2010 and “the payment to ATSB was settled for a
RM650,000 discount from the total project price of RM5.96 million.”

“Based on the feedback from ATSB, the RazakSAT satellite is a
research and development project and not a commercial project,” the
audit added.

ATSB’s website calls the RazakSAT project a “cost-effective high
resolution imaging system for Earth observation specifically for a small
satellite (weighing) less than 200kg”.

Navy and MMEA rescue hijacked oil tanker

KUANTAN: The Royal Malaysian Navy (RMN) and Malaysian Maritime Enforcement Agency (MMEA) rescued a tanker with RM12mil worth of oil and gas cargo from a group of armed pirates in the South China Sea on Friday.

Commander of Naval Region 1 First Admiral Datuk Mohamad Roslan Mohamad Ramli said the 19 crew of MT Nautica Johor Bahru were rescued at 9.10pm after they were given clearance by Indonesia's Sea Security Coordinating Board to pursue the vessel into Indonesian waters.

He said the ship was earlier hijacked in the Strait of Singapore, near Batu Puteh about 5.30am on Thursday en route from Malacca to Sibu, Sarawak.

"The shipping company suspected something amiss after they failed to make contact with the vessel and lodged a report with MMEA at 9.20am Friday," he told reporters Saturday.

Present was East Region Maritime enforcement chief First Admiral Nasir Adam.

Mohamad Roslan said the agency's Dauphin M7 002 aircraft spotted the ship 85 nautical miles east of Pekan, Pahang about 3.20pm Friday heading towards the Anambas Islands in Indonesia.

Three RMN ships, KD Jebat, KD Lekiu and KD Kelantan which were part of a naval exercise off the coast of Tioman Island, located 60 nautical miles south of the hijacked ship, were ordered to mount a rescue operation, he said.

SEKATA 2 NEGARA, LANUN DIPATAH

KUALA LUMPUR 30 Okt. - Cubaan sekumpulan lanun melarikan diri dengan memasuki perairan Indonesia sewaktu dikejar pasukan Tentera Laut Diraja Malaysia (TLDM) kelmarin tidak berhasil apabila armada laut itu tetap mengekori sehingga mereka terpaksa melepaskan kapal yang dirampas sebelum itu.

Panglima Tentera Laut, Laksamana Tan Sri Abdul Aziz Jaafar (gambar) berkata, persefahaman antara Malaysia dan Indonesia pada waktu-waktu krisis membolehkan angkatan laut kedua-dua pihak memasuki perairan negara jiran dengan syarat mendapat kebenaran pihak berkuasa terbabit terlebih dahulu.

"Kumpulan 10 lanun tersebut cuba memperlekeh TLDM sewaktu melarikan diri dengan mengatakan 'kami kini memasuki perairan Indonesia', tetapi mereka tidak sedar TLDM tiada masalah masuk ke kawasan negara jiran itu kerana persefahaman dan persahabatan yang erat.

"Begitu juga Tentera Nasional Indonesia Angkatan Laut (TNI AL), mereka boleh memasuki perairan kita dengan syarat mendapat kebenaran Majlis Keselamatan Negara (MKN) terlebih dahulu," katanya ketika dihubungi Utusan Malaysia hari ini.

Kelmarin, TLDM bersama Agensi Penguatkuasaan Maritim Malaysia (Maritim Malaysia) berjaya mematahkan cubaan sekumpulan lanun melarikan sebuah kapal tangki, MT Nautica Johor Bahru dengan muatan minyak serta gas bernilai RM12 juta. Kapal yang dalam pelayaran dari Melaka ke Sibu, Sarawak itu dirampas di perairan Selat Singapura pada pukul 5.30 pagi Khamis lalu sebelum dibawa ke utara perairan negara, namun akhirnya dibebaskan oleh lanun tersebut di Pulau Jemaja, Indonesia pada pukul 9.10 malam kelmarin.
Ketika kejadian, MT Nautica Johor Bahru membawa 19 anak kapal dan tindakan pantas Maritim Malaysia serta tiga kapal TLDM mengekori kapal tangki itu akhirnya membawa kepada pembebasannya.

Abdul Aziz menegaskan pihaknya sentiasa bersiap siaga untuk mematahkan cubaan lanun dari mana-mana negara dan di mana jua perairan, hasil kerjasama negara-negara jiran.

Sementara itu Panglima Armada TLDM, Laksamana Madya Datuk Jamil Osman memberitahu, kejayaan TLDM dan Maritim Malaysia mematahkan cubaan lanun itu membuktikan MKN berjaya menyelaras kedua-dua agensi itu dengan baik.

"Saya juga mengucapkan terima kasih kepada Badan Koordinasi dan Keamanan Laut Indonesia kerana memberi kebenaran awal kepada dua kapal frigat TLDM memasuki perairan mereka bagi mengejar lanun tersebut dan ini membuktikan kesepakatan kerajaan kedua-dua negara sentiasa terjalin erat," tegasnya.

LANUN INDONESIA RAMPAS KAPAL?

KUALA LUMPUR 30 Okt. - Sekumpulan 10 hingga 12 lanun yang bertindak merampas kapal tangki MT Nautica Johor Bahru pada pagi Khamis hingga Jumaat lalu dipercayai dari Indonesia.

Pengarah Urusan E.A. Technique (M) Sdn. Bhd. Datuk Abdul Hak Md. Amin yang memiliki MT Nautica Johor Bahru berkata, maklumat itu diperolehi hasil siasatan pihaknya dengan kapten kapal, Tang Ah Bay.

"Selain bertutur dalam loghat Indonesia, kapten Tang turut memberitahu kami ketua kumpulan lanun itu juga menggunakan sedikit bahasa Inggeris. "Bukti lain ialah mereka hilang ketika melarikan diri selepas meninggalkan kapal di Pulau Jemaja di republik itu," katanya ketika dihubungi di sini hari ini.

Pada Khamis lalu, MT Nautica Johor Bahru dirampas di Selat Singapura ketika dalam pelayaran ke Sibu dan dikejar Agensi Penguatkuasaan Maritim Malaysia. Namun, Tentera Laut Diraja Malaysia mengambil-alih tugas Maritim Malaysia ketika lanun tersebut membawa kapal ke perairan antarabangsa sebelum masuk ke Indonesia.

SINGAPURA 31 Okt. - Malaysia mungkin menjadi hab untuk pengeluaran peralatan ketenteraan dalam Kolaborasi Industri Pertahanan ASEAN (ADIC) yang bakal menurunkan kos pembelian aset ketenteraan bagi negara anggota badan serantau itu

Menteri Pertahanan, Datuk Seri Dr. Ahmad Zahid Hamidi berkata, perbelanjaan Asia Tenggara untuk ketenteraan pada tahun lalu saja adalah sebanyak RM76.7 bilion dan melalui kerjasama itu, jumlah tersebut dapat diturunkan sebanyak lebih 50 peratus.

"Kaedah terbaik adalah dengan mengeluarkan dan membina sendiri aset ketenteraan di kalangan negara ASEAN. Kertas cadangan ini datang daripada Malaysia dan telah diterima sebagai satu dasar Mesyuarat Menteri-Menteri Pertahanan ASEAN (ADMM).

"Kita telah mengusulkan Malaysia sebagai hab tanpa mengenepikan negara lain untuk mengeluarkan komponen dalam apa yang dipanggil subsistem yang buat kali pertama diadakan," katanya ketika ditemui pemberita di sini hari ini.

Beliau ditemui selepas mengadakan kunjungan hormat ke atas Perdana Menteri Singapura, Lee Hsien Loong dan Menteri Pertahanan Singapura, Dr. Ng Eng Hen sebelum menghadiri Program Lawatan Rasmi Menteri-Menteri Pertahanan bagi Perjanjian Pertahanan Lima Negara (FDPA) esok.

Selain Malaysia, mesyuarat kelapan dan ulang tahun ke-40 FDPA itu turut dihadiri Singapura, Australia, United Kingdom (UK) dan New Zealand.

Kata Ahmad Zahid, FDPA masih relevan dan kelima-lima negara tersebut menunjukkan komitmen tinggi dalam menangani isu pertahanan serantau dan antarabangsa melalui kehadiran seramai 4,000 anggota dan pegawai tentera.

"Selain itu kita membincangkan tentang kerjasama serantau dalam bidang ketenteraan, bukan untuk membentuk pakatan seperti Pertubuhan Perjanjian Atlantik Utara (NATO) tetapi lebih kepada mewujudkan jawatankuasa keselamatan ASEAN menjelang 2015," katanya.

Menurutnya, kerjasama itu penting kerana negara-negara terlibat mahu menterjemahkan bahawa rantau Asia adalah stabil dan kukuh dari segi keselamatan selain kerjasama kukuh, peningkatan diplomasi ketenteraan dan latihan bersama. - UTUSAN
