FARNBOROUGH, 13 Julai (Bernama) -- Sembilan firma Itali pada Khamis mengesahkan komitmen mereka untuk menyertai hab pertahanan dan keselamatan pertama di Asean, Taman Teknologi Pertahanan dan Keselamatan Malaysia di Sungkai, Perak.
Ia disuarakan selepas majlis menandatangani memorandum persefahaman (MoU) antara pemaju taman berkenaan, Masterplan Consulting Sdn Bhd, dan syarikat-syarikat milik Finmeccanica, konglomerat pelaburan dan usaha sama teknologi antara Itali dan Malaysia, di taman terbabit.
Antara yang menandatangani MoU itu ialah SELEX Sistemi Integrati, SELEX Galileo, AgustaWestland, Alenia Aermacchi, SELEX Elsag, Telespazio, SIIT Liguria Technological District dan Whitehead Alenia Sistemi Subacquei.
Bidang usaha sama meliputi industri pertahanan dan keselamatan, dengan penekanan terhadap penyelidikan dan pembangunan, pembuatan, penyelenggaraan, baik pulih dan pembaikan serta pengkomersilan.
Pada majlis pemeterian itu, taman perindustrian itu diwakili oleh Ketua Pegawai Eksekutif Masterplan Datuk Ahmad Faris Abdul Halim dan Naib Presiden (Pembangunan Perniagaan) Amal Aziz. Ia disaksikan oleh Menteri Pertahanan Datuk Seri Dr Ahmad Zahid Hamidi pada Pameran Udara Farnborough di sini.
Sembilan firma Itali itu membawa 21 syarikat yang komited melabur di taman berkenaan.
"Ini memberikan petunjuk yang menggalakkan kepada kami yang kini berusaha mendapatkan penyewa utama pada fasa pertama pembangunan kami," kata Ahmad Faris.
Ahmad Zahid dalam ucapannya berkata Malaysia mahu menarik penggiat pertahanan asing untuk taman teknologi itu.
"Berdasarkan anggaran kos pembangunan kasar RM1.5 bilion dan nilai pembangunan kasar RM4.5 bilion, taman itu menerima sambutan yang menggalakkan daripada 400 syarikat dari seluruh dunia yang telah menunjukkan minat masing-masing," katanya.
Taman teknologi pertahanan itu bakal menjadi taman teknologi pertahanan utama dengan infrastruktur dan perkhidmatan moden bagi meningkatkan pertumbuhan modal insan, penyelidikan dan pembangunan, sains, teknologi dan inovasi untuk agensi-agensi keselamatan dan penguatkuasa pertahanan.
"Tahun lepas, negara anggota Asean berbelanja RM87 bilion. Angka itu diunjur berkembang sekitar RM130 bilion menjelang 2016. Penubuhan taman itu bakal menyaksikan penerokaan potensi ekonomi dan akan menjadi pemangkin perubahan industri pertahanan di Malaysia.
Menerusi anggaran awal kos pembangunan kasar RM1.4 bilion, taman itu akan dilengkapi infrastruktur, kemudahan, pengangkutan dan saluran edaran logistik moden.
Diharapkan hab itu dapat menarik peserta asing untuk mewujudkan operasi mereka di negara ini dan seterusnya menerima manfaat daripada rangkaian berkaitan.
Laporan memyebut kebanyakan syarikat pertahanan Eropah pada pameran itu mengatakan perlunya mereka mengurangkan pergantungan terhadap rantau berkenaan berikutan krisis hutang zon euro yang dilihat sebagai ancaman kepada lebih banyak pemotonan belanjawan untuk ketenteraan.
Sementara it, Ketua Pegawai Eksekutif SIIT Liguria Dr Remo Pertica berkata Malaysia dan Itali merupakan rakan rapat dengan hubungan perniagaan sejak 80 tahunn lepas.
"Kami berkongsi hubungan perniagaan yang baik dan merasakan sudah tiba masanya untuk kami membuat komitmen yang lebih besar dan menyokong hab ini," katanya.

FARNBOROUGH, July 13 (Bernama) -- AgustaWestland handed over the 500th AW139 helicopter to Malaysia's Weststar Aviation Services in a ceremony at the Farnborough International Airshow Thursday.
The aircraft was received by Weststar Group Managing Director Tan Sri Syed Azman Syed Ibrahim from AgustaWestland Chief Executive Officer Bruno Spagnolini in a handing-ver ceremony witnessed by Defence Minister Datuk Seri Dr Ahmad Zahid Hamidi.
“As the leading offshore aviation services provider in the region, Weststar Aviation Services is proud to be affiliated with top helicopter manufacturers in the world and honoured to be part of this impressive milestone for AgustaWestland.
"The AW139 helicopter is truly the best in its class and it has served us very well,” said Syed Azman.
Weststar Aviation Services is the largest AW139 helicopter operators in Asia and has ordered 16 AW139s. This aircraft is the 13th to be delivered.
Having started AW139 operations in April last year, Weststar Aviation Services’ fleet has now flown more than 16,000 hours in support of Petronas and other oil companies offshore operations in Peninsular Malaysia.
The 500th delivery comes just one year after AgustaWestland, part of the Italian conglomerate, Finmeccanica, delivered the 400th helicopter.
"The AW139 continues to be the outright class leader worldwide and we are delighted that we are celebrating the delivery of the 500th aircraft with one of our most important customers, Weststar Aviation Services," Spagnolini said.
The AW139 has become the best selling helicopter in its class for an impressive variety of commercial and government roles meeting the most demanding requirements across the globe.
Since its certification in 2003, the AW139 has been constantly enhanced to achieve ever increasing performance levels, safety, mission effectiveness and capabilities to meet the very latest challenging requirements of present and future customers.
The AW139 has a maximum cruise speed of 165 knots (306 km/h) and a maximum range in excess of 570 nm (1060 km) with auxiliary fuel.
The advanced integrated cockpit with state-of-the-art technology minimises pilot workload allowing the crew to concentrate on mission objectives.
Five hundred aircraft are now in service, performing many roles, including save and rescue, offshore transport, VIP and corporate transport, law enforcement and military transport.
About 170 customers over 50 countries have ordered nearly 640 AW139 helicopters so far.

KUCHING: A helicopter with four people on board crashed into Sungai Tereso near Simunjan, some 150km from here, on Friday.
Police said the private-owned chopper went down at about 9.20am near Batang Lupar rivermouth.
The German pilot, Rko Steger, 35, managed to get out from the crash. He swam for four hours before being rescued by local fishermen and taken to Kampung Tebeluk in Sebuyau.
A search and rescue team has been despatched to the area to find the three passengers believed to be engineers.

| Pirates strike 10km off Miri’s coast - Quote :
- MIRI: Twelve crewmen of a ship bringing supply to an offshore barge were robbed by pirates armed with machetes while anchoring about 10km off Miri’s coast about 10.15pm Wednesday.
The robbery occurred while most of the crewmen were asleep.
All of them, however, escaped unhurt.
The ship was on its way back to shore after sending food supplies to the barge about noon of the same day. This was the second time such incident occurred here involving pirates robbing crewmen this month.
Marine police arrived at the scene about 11pm Wednesday after they received a distress call from the ship’s captain.
The pirates only managed to take away two walkie-talkies from the ship. The pirates are believed to be a mix of locals and a few foreigners based on their accent.
“The pirates had no time to take any valuables from the ship as they panicked after hearing the captain talking on the walkie-talkie to the marine police for help. The captain had earlier managed to escape the pirates by running to his cabin where he made the call,” one of the crewmen said.
He added that the pirates tied five of them with rope while they ransacked the cabins. KUALA LUMPUR: The Defence Ministry is confident that the 200,000 units of the M4 carbine slated to replace the currently in used M16 can be manufactured locally.
Minister Datuk Seri Ahmad Zahid Hamidi said the confidence was based on a transfer of technology agreement between a local company and a company in the United States, enabling 85% of it to be manufactured locally.
"For a start, 11,000 units have been produced, tested and approved for domestic use next year," he said after chairing a meeting of the Malaysian Industry Council For Defence, Enforcement and Security (MIDES) on Monday.
He said the production of the M4, a very light medium size weapon with semi-automatic and three-round bursts shooting modes, would not be limited to the army but would also be used by other security agencies in the country.
Compared to the M16 which was first used in Malaysia in 1976, M4 had a heavier barrel and could ensure sustained bursts of fire.
On MIDES, Ahmad Zahid said the three-hour meeting also discussed improvements in advancing the information and communication technology (ICT) industry especially on cyber security.
"We are still at the low end in the ICT industry and will carry out smart partnerships with ICT companies to develop several enforcement equipment to face cyber warfare," he said.

- " The United States has spent nearly $80 billion to develop the most advanced stealth fighter jet in history, the F-22 Raptor, but the Air Force recently found out firsthand that while the planes own the skies at modern long-range air combat, it is "evenly matched" with cheaper, foreign jets when it comes to old-school dogfighting.
The F-22 made its debut at the international Red Flag Alaska training exercise this June where the planes "cleared the skies of simulated enemy forces and provided security for Australian, German, Japanese, Polish and [NATO] aircraft," according to an after-action public report by the Air Force. The F-22 took part in the exercise while under strict flying restrictions imposed by Defense Secretary Leon Panetta in light of mysterious, potentially deadly oxygen problems with the planes - problems that the Pentagon believes it has since solved.
The Air Force said the planes flew 80 missions during the event "with a very high mission success rate." However, a new report from Combat Aircraft Monthly revealed that in a handful of missions designed to test the F-22 in a very specific situation - close-range, one-on-one combat - the jet appeared to lose its pricey advantages over a friendly rival, the Eurofighter Typhoon, flown in this case by German airmen.
"We expected to perform less with the Eurofighter but we didn't," German air officer Marc Grune said, according to Combat Aircraft Monthly. "We were evenly matched. They didn't expect us to turn so aggressively."
Two other German officers, Col. Andreas Pfeiffer and Maj. Marco Gumbrecht, noted in the same report that the F-22's capabilities are "overwhelming" when it comes to modern, long-range combat as the stealth fighter is designed to engage multiple enemies well-beyond the pilot's natural field of vision - mostly while the F-22 is still out of the other plane's range. Grumbrecht said that even if his planes did everything right, they weren't able to get within 20 miles of the next-generation jets before being targeted.
"But as soon as you get to the merge…" Pfeiffer said, referring to the point at which fighters engage in close-up dog fighting, "in that area, at least, the Typhoon doesn't necessarily have to fear the F-22 in all aspects… In the dogfight the Eurofighter is at least as capable as the F-22, with advantages in some aspects."
In response to the report, a spokesperson for the Air Force, Lt. Col. Tadd Sholtis, told ABC News that one-on-one combat is only one way to evaluate an aircraft's capabilities and said it's not "necessarily the most relevant to every scenario."
"The F-22 is conceived and employed as part of an integrated force that provides offensive capabilities that make close engagements far less likely while retaining the ability to handle close engagements in tandem with other fighters," he said.
Air Force Gen. John Jumper, one of the few airmen to have flown both aircraft, said in 2005 that it is difficult to compare the F-22 and the Eurofighter.
"They are different kinds of airplanes to start with," he said, according to an Air Force Print News report. "It's like asking us to compare a NASCAR car with a Formula 1 car. They are both exciting in different ways, but they are designed for different levels of performance."
The F-22 "can maneuver with the best of them if it has to, but what you want to be able to do is get into contested airspace no matter where it is," Jumper said, referring to the F-22's stealth and supercruise capabilities that are meant to allow the plane to sneak in to hostile territory undetected - an ability the non-stealth Eurofighter lacks.
As for where that contested airspace may be, the Air Force hasn't said. But in April 2011 an executive for Lockheed Martin, the primary manufacturer of the F-22, told ABC News that the plane could "absolutely" find a home in quick strike missions against countries like Iran or North Korea. Over the weekend, the Air Force deployed a squadron of F-22s to Kadena Air Base in southern Japan just over 800 miles south of the North Korean border - a move that comes three months after an undisclosed number of the stealth jets were deployed to an allied base in the United Arab Emirates, some 200 miles from the Iranian mainland.
The F-22 is the single most expensive fighter jet in history at a total acquisition cost of an estimated $79 billion for 187 planes, meaning each plane costs approximately $420 million. Estimates for the Eurofighter Typhoon - the premier fighter for several allied countries including the U.K., Germany and Italy - put that plane at just under $200 million each, according to an April 2011 report by England's Public Accounts Committee.
"[Red Flag was] a mission to get to know each other, the first contact by German Eurofighters in the continental U.S.," Grune said of mock-fighting the F-22s. "We are not planning on facing each other in combat. We want to work together but it was a starter for us to work together. They were impressed, as we were impressed by them."
