A NEW mode of urban public transport is coming to Bandar Sunway and Subang Jaya, and from the feedback of the stakeholders that the public transport will cater to, it is set to be a hit.

The proposed BRT-Sunway Line - a bus rapid transit system to be built under a Public-Private Initiative between Syarikat Prasarana Negara Bhd (Prasarana) and Sunway Bhd is expected to be in service in 2015.

Several meetings with the project stakeholders, including highway authorities, KTM Bhd, highway operators, Department of Environment, elected representatives, city halls, municipals and resident associations, have been held to gauge their views on the project. A five-day exhibition was held at the Sunway Pyramid shopping mall from October 21. The latest engagement was held at the Subang Jaya Municipal Council (MPSJ) on November 24 with residents from Bandar Sunway and Subang Jaya.

From these numerous meetings, while there were concerns about the new urban public transport, the signal on the subject is clear. The majority of the people in Bandar Sunway and Subang Jaya are favourable to the project. The current traffic congestion in the area puts the BRT-Sunway Line as the best solution to the problem.

While the stakeholders of BRT-Sunway Line are for the project, there still remain some concerns on matters such as the location of the covered pedestrian walkway and the parking and feeder bus service that Prasarana will look into.

At present, Prasarana is the owner of the country's light rail transit (LRT) Ampang and Kelana Jaya Lines, the KL Monorail, and the RapidKL public bus service. The three urban public transport systems have been around the Klang Valley for quite some time. Of the three, the LRT has become the most popular mode of transport for inter-city commuting in Klang Valley. As such, the two lines - Ampang and Kelana Jaya are being extended under Prasarana's Line Extension Project (LEP) to cover bigger residential and commercial areas so that more people can enjoy the benefits of the urban public transport system.

For the Bandar Sunway and Subang Jaya areas, Prasarana has identified BRT as the best mode of urban public transport for the place, considering the land constraint and traffic conditions over there.

The BRT-Sunway Line will have seven halts strategically located within Bandar Sunway and Subang Jaya along its elevated 5.4km alignment. The network will be connected to alignments of the KTM Komuter and the Kelana Jaya LRT Extension Line at the KTM Komuter Setia Jaya Station and the proposed Station 7 of the Kelana Jaya Extension Line.

Such connections will allow the BRT-Sunway Line to be accessible to the KTM Komuter and RapidKL LRT riders via a seamless travelling, thus making Klang Valley the proud owner of a comprehensive and integrated urban transport system at par to those available in developed countries.

THE Sunway Line Bus Rapid Transit (BRT) will use electric buses to eliminate noise and air pollution.

“It is part of our effort to introduce green technology in our vehicles,” said Syarikat Prasarana Negara Bhd project development division group director Zulkifli Mohamed Yusoff.

Subang Jaya assemblyman Hannah Yeoh called for the briefing as the four-day display held last month was inadequate for people to study the route.

About 50 residents from PJS 7, PJS 9 and USJ 1 attended the session at the Subang Jaya Municipal Council (MPSJ) headquarters recently.

Zulkifli said Prasarana did not conduct a public display of the route because they were told by the Land Public Transport Commission (SPAD) that it was not required.

“We had prepared our materials for a display even before submitting our proposal to SPAD, so we went ahead with a four-day exhibition at Sunway Pyramid,” he said.

He said the Sunway Line was a Public-Private Partnership Initiative with the Sunway Group, with Prasarana bearing 75% of the cost.

Project director Mohamed Ibrahim Packeer Mohamed explained that the electric buses were quieter than regular buses because they have no engines.

“There will be no emission and will be disabled-friendly because they are lower and have no steps,” he said.

Ibrahim said users would know the arrival time of the buses as they would be tracked by GPS.

The BRT is a dedicated route for buses in the form of an elevated road, similar to the LRT track.

The Sunway Line would have seven halts (stations) starting from the Setia Jaya KTM station and ending at Persiaran Kewajipan, near the Summit shopping centre.

Ibrahim said Halt 7 would be linked to Station 7 of the extended Kelana Jaya LRT line, providing seamless travel for users.

A park-and-ride facility would be set up at Halt 5 along Jalan Lagoon Selatan, opposite the Monash University.

Users cannot cross the BRT tracks so the stations are accessible from either sides at ground level.

He said they hoped to open tenders for the BRT structure and bus stops construction soon and building is expected to start by the third quarter of 2013.

The whole project is to be completed by December 2014 and ready to use by early 2015.

Residents at the briefing were given the chance to ask questions and give comments on the project.

Some of the concerns raised were that of pedestrian walkways to PJS 7 halt may affect the privacy of homes and also commuters parking in residential areas near the halts.

Zulkifli said detailed designs of the walkway had not been finalised and that they would look into serving the needs of residents and walkway users.

There was also a request for Prasarana to make the park-and-ride facility cheaper and Zulkifli said they would discuss this with SPAD.

"Biarpun begitu, perkhidmatan ini yang diilhamkan Perdana Menteri, Datuk Seri Najib Tun Razak adalah semata-mata untuk rakyat, SPNB juga sangat komited dalam perkara ini dan kerajaan negeri Pahang memberi kerjasama penuh dalam menjayakannya," katanya.

Beliau berkata demikian pada sidang akhbar selepas majlis Pelancaran Operasi Bas RapidKuantan di Terminal Makmur di sini, hari ini.

Yang turut hadir, Pengarah Urusan SPNB, Datuk Shahril Mokhtar dan ahli-ahli Dewan Undangan Negeri (DUN) yang menghadiri persidangan DUN di Wisma Sri Pahang sebelum itu.

Selepas majlis pelancaran tersebut, Adnan yang memiliki lesen memandu kenderaan perkhidmatan awam (PSV) kemudian memandu sendiri bas RapidKuantan yang turut dinaiki penumpang dari tempat pelancaran ke Stadium Darul Makmur.

Sebanyak 32 bas mula beroperasi pada 1 Disember lalu dengan lebih 60 pemandu bagi menyediakan perkhidmatan kepada kira-kira 500,000 penduduk bandar ini melibatkan tiga laluan utama.

Sementara itu, Shahril berkata, pihaknya mengambil masa dua bulan untuk melakukan persiapan setelah mendapat arahan perkhidmatan bas Rapid akan dibawa masuk ke Kuantan selepas Kuala Lumpur dan Pulau Pinang.

"Selepas mula beroperasi Sabtu lalu, RapidKuantan dilihat mendapat sambutan memberangsangkan dengan purata kira-kira 6,400 penumpang melibatkan ketiga-tiga laluan ditetapkan menaiki bas ini.

"Pada Jun ini, kita akan menambah laluan perkhidmatan dan juga bilangan bas supaya penduduk di sini merasai perubahan sistem pengangkutan," katanya.

KUANTAN – Pengguna perkhidmatan bas laluan Kuantan-Sungai Lembing dan Kuantan-Inderapura berkemungkinan berdepan masalah sekiranya dua syarikat bas utama Bee Huat serta Seng Heng yang beroperasi di laluan itu menamatkan perkhidmatan (tutup) bermula 31 Disember depan.

Penutupan operasi syarikat terbabit menyebabkan perkhidmatan bas henti-henti akan terganggu sehingga menyukarkan penduduk di sekitar laluan tersebut terutama mereka yang sering berulang-alik ke bandar Kuantan.

Ketua Cabang PKR Paya Besar, Zahari Mamat berkata, walaupun Rapid Kuantan dilancarkan secara rasmi 3 Disember lalu didapati mentransformasikan khidmat pengangkutan awam di Kuantan, namun hakikatnya masalah itu tetap berlarutan.

Menurutnya, nasib lebih 400 pengguna bagi dua laluan tersebut pada waktu puncak akan terumbang-ambing sekiranya kerajaan tidak melantik syarikat lain meneruskan perkhidmatan tersebut.

“Kita cadang laluan kosong itu diambil-alih Rapid Kuantan tanpa perlu menunggu fasa kedua atau ketiga kerana keperluannya amat mendesak sekiranya syarikat terbabit menghentikan operasi,” katanya dalam satu sidang media di sini, semalam.

Hadir sama, Naib Pengerusi Majlis Pimpinan PKR Negeri, Siew Fok Chan; Timbalan Setiausaha PKR Negeri, Kamarzaman Mohd Yunus; Naib Ketua PKR Cabang Indera Mahkota, Lee Chean Chung dan Ketua Angkatan Muda Keadilan Paya Besar, Mohd Fauzi Ramly.

Zahari berkata, keputusan pengurusan dua syarikat terbabit menutup operasi amat mendukacitakan kerana bas Bee Huat dan Seng Heng mempunyai nilai sentimental memandangkan kedua-duanya beroperasi di sini sejak era 1930-an lagi.

“Setelah beberapa generasi penumpang menggunakan perkhidmatannya, kedua-dua syarikat terbabit terpaksa mengambil jalan paling sukar dengan menutup operasi penghujung tahun ini. Keputusan itu amat menyedihkan,” katanya.

“Penduduk Kuantan sudah sinonim dengan bas Bee Huat yang dikenal dengan warna hitam putihnya, seakan warna bendera negeri. Manakala Seng Heng dikenal sebagai bas hijau,” katanya.

Sementara itu, Fok Chan berkata, Kerajaan Negeri sewajarnya menimbang semula permohonan Majlis Perbandaran Kuantan (MPK) berjumlah RM42 juta daripada RM95 juta untuk meningkatkan kemudahan pengangkutan awam di Kuantan.

“Sebanyak RM53 juta diluluskan untuk pembinaan Terminal Bas Bersepadu di Indera Mahkota, manakala permohonan RM14 juta (bas), RM18 juta (stesen 'park and ride') dan RM10 juta lagi untuk depoh tidak diluluskan.

“Bagi meningkatkan pengangkutan awam, kerajaan wajar meluluskan sebahagian peruntukan itu untuk bantu syarikat bas sedia ada supaya mampu bertahan dan meneruskan operasi,” katanya

KUANTAN - “Keputusan yang dibuat amat sukar, namun saya tiada jalan lain selain menutup syarikat ini walaupun berkemungkinan besar diisytiharkan muflis,” kata Pengurus Bee Huat Omnibus Company Sdn Bhd, Mohd Akmal Kong Abdullah, 43, yang akan menamatkan operasi syarikat basnya bermula 31 Disember depan.

Menurutnya, selepas 75 tahun menabur bakti, perkhidmatan bas henti-henti yang dimulakan datuknya, Kong Ah Kay sekitar 1937 terpaksa ditutup berikutan tekanan semasa sehingga syarikat tidak lagi mampu meneruskan legasi perniagaan tiga generasi keluarganya itu.

“Keputusan ini sudah muktamad, namun saya sangat berharap kerajaan mempertimbangkan pengambilalihan syarikat ini demi kelangsungan rezeki 46 pekerja memandangkan ada antara mereka sudah berkhidmat sejak 20 tahun lalu.

“Setidak-tidaknya saya mohon kepada kerajaan sejumlah pampasan supaya 40 peratus atau RM140,000 daripada faedah pampasan yang sebenar dapat dibayar kepada semua pekerja terlibat, selain melangsaikan hutang kira-kira RM4 juta yang dibuat atas nama peribadi untuk membangunkan syarikat ini,” katanya ketika ditemui, di sini, semalam.

Mohd Akmal berkata, jika tiada bantuan daripada pihak kerajaan, dia terpaksa menjual semua bas yang dianggarkan bernilai RM2.2 juta untuk membayar pampasan pekerja dan faedah kepada beberapa pemegang saham.

“Saya bakal kehilangan segalanya termasuk tanah tapak pejabat di Batu 3, di sini, yang dicagarkan kepada bank untuk pinjaman sebelum ini, selain terpaksa menanggung hutang RM4 juta yang memungkinkan saya diisytiharkan muflis,” katanya.

Pendapatan merosot

MENURUTNYA, keputusan itu sudah dimaklumkan kepada pekerjanya sejak 22 November lalu setelah pulangan syarikat menjunam 32 peratus berikutan kehilangan laluan Kuantan-Sungai Isap-Permatang Badak-Taman Tas yang diambil Rapid Kuantan sejak 1 Disember lalu.

“Kalau dahulu kos operasi RM1.89 sen per kilometer, namun sejak kebelakangan ini jumlah itu meningkat sehingga RM2.40, sedangkan jumlah penumpang dan hasil kutipan jatuh mendadak.

“Sebelum ini kami terpaksa berdepan kos yang amat tinggi termasuk kos baiki bas, alat ganti, bahan api, gaji dan upah pekerja. Perbelanjaan dikeluarkan jauh lebih tinggi daripada pendapatan yang diterima,” katanya.

Beliau berkata, sejak 2009, dia terpaksa bertahan walaupun berdepan kenaikan bahan api dan walaupun ada subsidi kerajaan untuk diesel, syarikatnya tidak mampu menampung kenaikan kos ekoran harga alat ganti termasuk tayar yang sentiasa meningkat.

“Pendapatan terus menurun sehingga memaksa saya membuat pinjaman bank atas nama peribadi untuk memastikan operasi syarikat terus bertahan,” katanya.

Menurutnya, sebelum 2008, Bee Huat Omnibus memiliki 40 bas, namun kini hanya tinggal 11 buah termasuk empat daripadanya masih mempunyai hutang bank.

“Kini hanya tinggal laluan Kuantan-Pekan, Kuantan Inderapura-Perkampungan Indera Sempurna, Kuantan-Penor dan Pekan Nenasi yang ada perkhidmatan bas ini hingga 31 Disember, manakala laluan Kuantan-Jerantut sudah ditutup.

“Saya difahamkan Rapid Kuantan juga akan meluaskan perkhidmatan ke laluan tersebut tidak lama lagi, jadi kami tiada pilihan selain berundur,” katanya.
