MANILA, Philippines—President Benigno Aquino has blocked the purchase of nine military helicopters worth nearly $93 million after allegations of corruption, military spokesmen said Tuesday.
The Philippine Navy and Air Force both rejected the allegations of collusion to favor a particular supplier of the seven air force attack helicopters and two navy helicopters saying the correct process had been followed.
However the military deferred to Aquino's decision to review the contracts, according to navy Lieutenant-Colonel Edgard Arevalo and air force Lieutenant Colonel Miguel Ernesto Ocol.
"It's not possible to rig that (process) to cater to anybody's requirement," Ocol insisted.
He said the specifications for the P3.2 billion ($73 million) air force contract, which was awarded to Polish firm PZL Swidnik on September 9, were based on Philippine military flight requirements.
"When you come up with that circular of requirements you look at it based on doctrine and based on actual operational use," Ocol told reporters.
"It isn't possible to influence the specs (specifications) to suit a particular manufacturer in that bottom-up process," Arevalo said in a statement.
The Philippine Star newspaper reported Tuesday that the navy contract was yet to be awarded.
The navy's deadline to accept bids for the P850 million contract lapsed last Monday, it added.
"Given the specs, there certainly are other companies who can comply, but the budget could be the major delimiting cause why other bidders may have backed out," Arevalo said.
"We hope that the issue can be resolved really soon. We have an acute need for air assets like helicopters," Arevalo added.
Aquino came to power on June 30 after winning a landslide election, campaigning on a platform of good government and vowing to prosecute predecessor Gloria Arroyo for alleged corruption.
Aquino estimates the government loses P300 billion a year to corruption, or the equivalent of this year's budget deficit forecast. | |

TEHRAN, Oct 18 (Bernama) -- Iran's domestically manufactured Jamaran destroyer will be dispatched to international waters, to carry out some missions, Mehr News Agency quoted Navy Commander Habibollah Sayyari as saying.
He said the 1,420 tonne destroyer, is equipped with a variety of anti-ship and surface-to-air missiles.
The warship is Iran's first domestically built destroyer and a major technological leap for Iran's naval industries.

| Royal Thai Air Force's F-16 CrashTAK, Oct 18 – The body of an RTAF F-16 jet fighter pilot was found in wreckage Monday after a Royal Thai Air Force jet crashed in Ban Tak district of Tak province earlier in the day. The body of Flight Lieutenant Thanikorn Luangrungwaree, 31, was found in the wreckage of the fallen jet after the RTAF F16 fighter disappeared from the radar and crashed into a mountain and then exploded in Den Mai Sung village of Ban Tak district. According to the report, Flt Lt Thanikorn died instantly in the crash amid bad weather. Meanwhile, Royal Thai Air Force Commander Itthiporn Supawong ordered the Air Safety Committee to inspect the crash site and investigate the cause of the accident. Officials from Air Force bases in Phitsanulok, Chiang Mai and Nakhon Sawan have been instructed to retrieve the pilot's remains and the wreckage of the jet before sending the body for religious rites. Air Force spokesman Monthon Satchukorn said the pilots on Monday morning were on a training mission, flying four RTAF F16 fighters from Nakhon Sawan to Chiang Mai. During the training flight, the fighter piloted by Flt Lt Thanikorn crashed in Tak province, while the three other aircraft landed safely at Chiang Mai Air Force Base. Eighteen Air Force F16 fighter jets have been stationed and used at Nakhon Sawan Air Force Base of Takhli district since 1996. On 28 October 2010, the Royal Norwegian Navy took delivery of the second Skjold fast patrol boat, or FPB. This six-ship programme is led by a consortium comprising DCNS and two Norwegian contractors with DCNS acting as combat system design authority and co-supplier. The Norwegian authorities entrusted the Skjold programme to a consortium of three contractors with DCNS as combat system design authority and co-supplier. DCNS is working with Norway’s Umoe Mandal shipyard and Kongsberg Defence & Aerospace. Skjold FPBs are designed specifically to patrol Norway’s littoral waters. Accordingly, the combat system is tailored to the requirements of this demanding environment as well as reduced crewing. Thanks to state-of-the-art communications and sensor suites, these boats will also be able to participate actively in international and NATO-led operations. Skjold-class FPBs are heavily armed with a length overall of less than 50 metres. The combat system features eight anti-ship missiles and a 76-mm gun that can engage several targets at once at ranges exceeding 12 kilometres. Validation of the combat system was achieved following the successful completion of a final campaign involving decoy launchers and the main gun. The trials took place off of Bergen in August. Skjold-class FPB P961-Storm was formally handed over on 9 September and a naming ceremony held on the same day. The second-of-class P962-Skudd has been named and delivered on 28 October 2010. The next four of the class are planned to be delivered before late 2011. The success of the Skjold programme is the fruit of a long-term partnership between DCNS and Norway. Between 1997 and 2004, DCNS demonstrated its expertise in combat system design and development as prime contractor for the modernisation of 14 Hauk-class fast patrol boats for the Royal Norwegian Navy. | |

DCNS and Navantia have put an end to their disagreement concerning their submarine collaboration.
As a result, the arbitration procedure between them will be terminated.
Scorpene submarines will from now on be built and marketed by DCNS. Similarly, S80 submarines will be built and marketed by Navantia.
Neither party will make any further comments.

2 Malaysian firms snared in Iran missile probe 30 NOVEMBER 2010
Two companies in Malaysia have been named by the United States as being front companies for an Iranian-controlled network buying up missile technology from around the world.
A secret US diplomatic cable in February to the US embassy in Beijing sought China’s help to block a Chinese company from selling missile guidance gyroscopes to the Malaysian-based companies.
The contents of the cable were published on Sunday at the Wikileaks whistleblower website together with 261 other secret cables, in a massive leak of US diplomatic secrets which has ruffled feathers in governments all over the world.
It is the second time in recent years that a Malaysian company has cropped up in the worldwide US-led campaign to contain Iran’s nuclear and missile ambitions.
Six years ago the US named a unit of the Scomi group of industrial companies controlled by Kamaluddin Abdullah Ahmad, son of the former prime minister, as having shipped to Iran components for enriching uranium, the nuclear fuel in power plants as well as nuclear weapons. A Malaysian police investigation later closed the file on Scomi after reaching the conclusion that it was unclear that the components were meant for use in a nuclear facility.
On February 25 this year, the State Department gave guidance to its embassy in Beijing, on how to ask for China’s help in investigating the two companies for possibly flouting international sanctions against nuclear proliferation, and sanctions under the Missile Technology Control Regime.
The two Malaysian-based companies named in the US State Department cable are:
Electronics Components Ltd Skylife Worldwide Sdn Bhd., which the State Department said was a front-company. (No information was available about the background or origin of ECL. Skylife Worldwide is listed in the telephone directory as having its offices in Ampang, Kuala Lumpur. However its offices were closed when this posting was written.)
The cable referred to information provided to China in December last year about Electronic Components Ltd trying to buy TRS-500 gyroscopes from a Chinese firm. The gyroscopes could be used in the guidance systems of ballistic missiles, cruise missiles, and unmanned aerial vehicles, the cable said.

| US soldiers face fast-food ban
New soldiers expecting U.S. Army drill sergeants to bust their chops over poor posture or a wayward gaze may instead want to avoid a more modern military transgression: relying on fast food for sustenance.
The Army plans to get new recruits into better shape with a revamped approach to health, fitness and diet at basic training. The most visible changes will be seen in mess halls, where milk and juice dispensers will replace soda fountains and whole grains will be substituted for white bread and pasta.
Army leaders were unveiling the new approach Wednesday morning at Missouri's Fort Leonard Wood. It's the first substantial change to basic fitness training in the Army in 30 years.
"We are seeing many soldiers entering our profession who need phased conditioning methods and improved nutritional habits," said Lt. Gen. Mark Hertling, of the Army's Training and Doctrine Command.
The "soldier athlete" initiative is designed to prepare new recruits with training methods similar to those offered to elite athletes preparing for competition.
That means more attention on injury prevention, flexibility and mobility, coordination and aerobic endurance, as well as healthy eating. Drill sergeants will include one-hour sessions on performance nutrition in addition to their traditional responsibilities.
Army leaders report fewer injuries and higher scores on physical fitness tests at bases where the new program has been tested. - AP
