before negotiations...act beligerent.. before start negotiations....show of force.. before sitting down for negotiations...demand the sky, the moon, the everything..and demand apology for forcing them to do show of force.. then sit down for negotiation..ask for heaven in addition... then say they do not accept negotiation, but since there is no other way, accepts the sky, the moon but the other side can keep the rest.. spend whatever they get...then sell, shell, sail whatever and then wait for new request to negotiate..then do everything again in bigger scale with bigger stakes..

Seoul, South Korea (CNN) -- North Korea fired artillery toward its tense western sea border with South Korea on Tuesday, killing two South Korean marines, the South's Defense Ministry said.
Fifteen other South Korean soldiers were wounded, five of them seriously, defense officials said. Three civilians were injured in the attack.
At least 200 rounds of artillery hit an inhabited South Korean island in the Yellow Sea after the North started firing about 2:30 p.m. local time, the Yonhap news agency said. The Defense Ministry said it could not confirm that 200 rounds had hit the island.
South Korea's military responded with more than 80 rounds of artillery and deployed fighter jets to counter the fire, defense officials said. Firing between the two sides lasted for about an hour.
The South Korean army also raised its alert condition, Yonhap said.
Images of plumes of smoke were quickly broadcast on Yonhap television from the island of Yeonpyeong, with some homes on fire. It was not immediately clear how much damage the artillery had done. The island has a large military garrison.
The island has a total of about 1,300 residents, a fisherman who lives on the island told Yonhap.
Some residents started fleeing for the South Korean mainland, which is about 145 kilometers [90 miles] away. Other residents were seeking shelter at schools.
The South Korean government immediately called an emergency meeting of its security ministers, meeting in a bunker under the presidential residence in Seoul.
South Korean President Lee Myung-bak ordered his ministers to take measures against an escalation of the situation, presidential spokeswoman Kim Hee-jung said, according to Yonhap.
"Take a stern response and carefully manage the situation from further escalating," the president said.
The United States quickly offered support.
"We are in close and continuing contact with our Korean allies," the White House said in a news release. "The United States strongly condemns this attack and calls on North Korea to halt its belligerent action and to fully abide by the terms of the Armistice Agreement."
"The United States is firmly committed to the defense of our ally, the Republic of Korea, and to the maintenance of regional peace and stability."
The North Korean fire came as the South's military conducted routine drills in waters off the island, which is about 10 kilometers [6 miles] from the North.
South Korea's annual Hoguk military exercises were to last nine days and include as many as 70,000 South Korean military personnel, according to the Stratfor global intelligence company.
The Yellow Sea has been a longstanding flashpoint between the two Koreas, but Tuesday's attack was an escalation in violence.
"Our navy was conducting a maritime exercise near the western sea border today. North Korea has sent a letter of protest over the drill. We're examining a possible link between the protest and the artillery attack," presidential spokeswoman Kim said, according to Yonhap . The island is part of a small archipelago about 80 kilometers [49 miles] west of the South Korean port of Inchon, which serves Seoul, and is close to the tense Northern Limit Line, the maritime border between the two Koreas in the Yellow Sea.
A South Korean warship, the Cheonan was sunk in the area in March with the loss of 46 lives in a suspected North Korean torpedo attack.
North Korean artillery is extremely difficult to hit, because it is dug into coastal cliffs. Though the North has tested its artillery -- and tested anti-shipping missiles -- it has not fired artillery into South Korean territory in recent years.
One of North Korea's most potent threats is the hundreds of artillery barrels dug in along its demilitarized zone with South Korea and ranged on Seoul.

High alert as N.Korea fires artillery on South
North Korea fired dozens of artillery shells onto a South Korean island on Tuesday, killing one person and triggering an exchange of fire as southern armed forces went on their highest state of alert.
In what appeared to be one of the most serious border incidents since the 1950-53 war, South Korea's government convened in an underground war room and air force jets were reportedly scrambled to the Yellow Sea island.
The firing came after North Korea's disclosure of an apparently operational uranium enrichment programme -- a second potential way of building a nuclear bomb -- which is causing serious alarm for the United States and its allies.
Some 50 North Korean shells landed on the South Korean border island of Yeonpyeong near the tense Yellow Sea border, damaging dozens of houses and sending plumes of thick smoke into the air, YTN television reported.
One South Korean Marine -- part of a contingent based permanently on Yeonpyeong island -- was killed, the military said.
The military said 13 Marines were injured and YTN said two civilians were also hurt.
"A North Korean artillery unit staged an illegal firing provocation at 2:34 pm (0534 GMT) and South Korean troops fired back immediately in self-defence," a ministry spokesman told AFP.
"A Class-A military alert issued for battle situations has been imposed immediately," the spokesman said.
History: Clashes between North and South Korea
One island resident, Lee Jong-Sik, told YTN: "At least 10 houses are burning. I can't see clearly for the smoke. The hillsides are also on fire.
"We were told by loudspeakers to flee our homes."
Yeonpyeong lies just south of the border declared by United Nations forces after the inconclusive war six decades ago, but north of the sea border declared by Pyongyang.
The Yellow Sea border was the scene of deadly naval clashes in 1999, 2002 and last November.
Tensions have been acute since the sinking of a South Korean warship in March, which Seoul says was the result of a North Korean torpedo attack. Pyongyang has angrily rejected the charge.
In late October, North and South Korean troops exchanged fire across their Cold War border, coinciding with a state of high alert for the South's military in the buildup to the G20 summit of world leaders in Seoul earlier this month.
South Korean President Lee Myung-Bak convened an emergency security meeting in response to the latest incident, a presidential spokesman said.
"He is now in an underground war room to discuss possible responses with ministers of related agencies and national security advisers," the spokesman told AFP.
Lee urged the officials to "handle it (the situation) well to prevent further escalation", the spokesman said.
The firing comes after Kim Jong-Un, the little-known youngest son of Kim Jong-Il, was officially recognised as number two in North Korea's political system, clouding outsiders' view of its military and nuclear intentions.
The new crisis erupted as a US special envoy headed to China Tuesday to seek its help in curbing North Korea's new nuclear project, revealed to US experts who described a sophisticated programme to enrich uranium.
Stephen Bosworth has also visited South Korea and Japan this week to discuss the disclosure, which US officials say would allow the isolated North to build new atomic bombs.
Bosworth, speaking in Tokyo, ruled out a resumption of stalled six-nation talks -- aimed at disarming the North of nuclear weaponry in return for aid and other concessions -- while work continues on the enrichment programme.

China appealed for the six-party talks to resume after the new revelations, and expressed concern over Tuesday's cross-border firing.
"We have taken note of the relevant report and we express concern over the situation," foreign ministry spokesman Hong Lei told reporters.
"We hope the relevant parties do more to contribute to peace and stability on the Korean peninsula," he said. Russia also warned against an escalation of tensions on the peninsula.
