KUALA LUMPUR: Defence analysts were taken aback by the huge amount to be paid for some 257 8X8 armoured personnel carriers (APCs) to be developed and built locally by DRB-Hicom Defence Technologies Sdn Bhd (Deftech).

The Defence Ministy yesterday signed a Letter of Intent (LOI) worth RM8 billion with Deftech for the development, manufacture, supply and delivery of 8X8 Armoured Personnel Carriers for the Malaysian Army at the Defence Services Asia (DSA) 2010 exhibition and conference at the Putra World Trade Centre here.

Defence analysts who declined to be identified said based on the number of vehicles to be procured and the contract price, each vehicle would cost RM34 million, a much higher figure than if the government decided to purchase comparable 8X8 APCs “off-shelf”.

For example, one analyst cited a German-built Boxer Multi-Role Armoured Vehicle costs around RM2 million each when the country purchased 200 of the APCs in 2006. The base price for which the United States Army paid for its Stryker 8X8 APCs is around RM6.2 million each. The Boxer’s development cost exceed RM10 billion, however, the US Army ordered more than 2,300 Strykers, the analyst noted.

Defence analyst Dzirhan Mahadzir, however, stressed one needs to compare the development costs of the British Future Rapid Effects System (FRES) before making assumptions on the the Malaysian 8X8 APC contract.

The FRES programme cost the British some RM22 billion before it was cancelled in 2008. The project, including procurement and whole-life support, was expected to cost another RM40 billion. The US did not spend a huge amount on the development of the Stryker as it was developed from the MOWAG Piranha APC.

Moreover, with an order book of more than 2,000 vehicles, the overall procurement cost was drastically lowered.

The Malay Mail was informed the 8X8 APC project was designated as a national project to transform the local defense industry from “mere agents to developing a sustainable industry capable of developing and manufacturing world-class arms”, and the cost of the Malaysian 8X8 APC is expected to be lower in future when more are ordered by the government or if future export orders are realised.

Deftech CEO Abdul Harith Abdullah, in a separate Press conference, said the cost of the contract includes the manufacturing and other costs associated with the production of a new combat vehicle.

The Malaysian-developed APC is being built from the PARS APC produced by FMC-Nurol Defense System of Turkey in co-operation with the US company, General Purpose Vehicle.

The prototype APC is expected to be delivered for testing to the Malaysian Army by next year. Deftech is to build 12 variants from the base vehicle, including personnel carrier, anti-tank weapon carrier, command and control and anti-aircraft weapon vehicles.

Deftech is also co-operating with Denel of South Africa to build a two-men turret for the APC while Sapura Thales is expected to become the systems integrator.

KUALA LUMPUR: The government this morning signed agreements for the procurement of defence equipment and spare parts worth more than RM10.4 billion.

The biggest deal was for the Letter of Intent (LOI) to DRB-Hicom Defence Technologies Sdn Bhd for the development, manufacture, supply and delivery of 8X8 Armoured Personnel Carrier for the Malaysian Army (RM8 billion).

One of the notable contracts signed was for the Letter of Acceptance (LOA) for the delivery of 12 Eurocopter Cougar medium utility helicopters (RM1.6 billion).

Other contracts include the Scorpene submarine simulator system (RM128.5 million), M2RM mortar system (RM60 million), the supply and services assistance for the Sukhoi Su-30MKM (RM100 million); an order of various ammunition and ordnance worth some RM46 million from SME Ordnance Sdn Bhd and the delivery of HK416 assault rifles for the Royal Malaysian Navy (RM6.9 million).

Other LOAs include the maintenance contract for the command, control and communication system for the armed forces (RM86.4 million) and the delivery of a modular steel bridge for Ba'kelalan's Residence Economic Development project.

Other LOIs signed were a long term contract for the supply of small arms (RM213 million); maintainance and spare parts for the PT-91 main battle tank and the supply of gun towing vehicles for the army (RM12.402 million).

Defence Minister Datuk Seri Dr Ahmad Zahid Hamidi signed the contracts at the Defence Services Asia 2010 exhibition at the Putra World Trade Centre here this morning.

Contracts And Agreements Worth RM10 Billion Signed At DSA 2010

KUALA LUMPUR, April 20 (Bernama) -- A total of 20 agreements worth RM10.355 billion were signed by the Defence Ministry and other related agencies with 11 companies, five of them foreign, in conjunction with the Defence Services Asia (DSA) Exhibition 2010 here on Tuesday.

The agreements included eight contracts, five memorandums of understanding (MoUs), three letters of acceptance (LOAs) and four letters of intent (LOIs).

Defence Minister Datuk Seri Dr Ahmad Zahid Hamidi said so far this was the biggest number of agreements signed through DSA even though some of the participating companies were stranded here due to cancellation of flights to Europe.

"The signings also involved other related agencies and ministries," he told reporter after witnessing the signing of agreements at the exhibition which was held at the Putra World Trade Centre.

The contracts signed were for the supply of Scorpene-type submarine navigation safety, combat system, sensors and periscope simulator for the Royal Malaysian Navy worth RM128.5 million; supply and delivery of mortar 120mm 2R2M for the Malaysian Armed Forces worth RM60 million; supply of articles, services and technical assistance for the SU-30MKM (Sukhoi) aircraft worth RM100 million; and supply and delivery of rounds 90mm HE-T and rounds 90mm HEA-T worth RM19.2 million.

Agreements were also signed for the supply and delivery of rounds 12.7mm Mixed Belt 4 BIT for the armed forces worth RM12 million; supply and delivery of 105mm HE Fuzed for the armed forces worth RM10.3 million; supply and delivery of mortar bomb 60mm for the armed forces worth RM4.98 million; and supply, delivery and commissioning of maritime assault rifle complete with accessories for the navy worth RM6.9 million.

The LOAs were for supply and delivery of utility helicopters with search and rescue worth RM1.6 billion, supply of in-service maintenance and support for armed forces worth RM86.4 million, and suppy and delivery of modular steel bridge.

The LOIs were for the supply of armoured personal carrier 8x8, supply of small arm bullets, supply and delivery of spares and maintenance of main battle tank PT-91M and its variant, and supply and delivery of gun-towed vehicle for the Malaysian Army.

The MoUs were signed between MFDM Holdings and Royal Brunei Technical Services, between International Islamic University Malaysia and Havelsan Electronic Turkey, between Composite Technologies Research Malaysia Sdn Bhd and Advanced Technologies and Engineering, between Ujud Sentosa Sdn Bhd and Irkut Corporation Rusian, and between AMP Corporation (M) Sdn Bhd and US-based Techno-Science Inc.

The four-day DSA is Asia's largest defence and security exhibition and one of the most prestigious defence exhibitions in the world that showcased the most comprehensive range of cutting-edge technology for the army, navy, air force as well as the security and homeland enforcement agencies.

KUALA LUMPUR, April 21 (Bernama) -- The Defence Ministry has established the Malaysia Institute of Defence and Security (MiDAS) for the purpose of drawing up security strategies and policies on national defence and security.

Defence Minister Datuk Seri Dr Ahmad Zahid Hamidi said MiDAS can be an eminent centre for research and collaboration both on the national and international arena.

"MiDAS is a professional institution that is responsible to explore defence and security matters by way of comprehensive research and sharing of knowledge.

"Besides generating research, MiDAS is also tasked to promote knowledge and exchange among researchers, policy drafters and academicians both locally and abroad," he told reporters after the launch of MiDAS at the Putra World Trade Centre (PWTC) here today.

Also in attendance were Deputy Defence Minister Datuk Dr Abdul Latiff Ahmad and Armed Forces chief Jen. Tan Sri Azizan Ariffin.

He said to realise MiDAS as a centre of excellence in the field of defence research and security his ministry was identifying young officers of potential to be sent for courses.

Ahmad Zahid said MiDas was also in the process to develop cooperation with other government agencies to enhance knowledge related to defence and security.

Britain’s BAE Systems Plc and Turkey’s Nurol Holding AS signed a letter of intent potentially worth US$500 million to help supply about 250 armored vehicles to the Malaysian government, a BAE spokeswoman said.

BAE and Nurol, through their FNSS Savunma Sistemleri AS joint venture, would supply newly designed vehicles through a unit of Kuala Lumpur-listed DRB-Hicom Bhd, which yesterday said it won the government deal. This is part of an RM8 billion program to boost the Malaysian military’s fleet of personnel carriers, according to a defence ministry statement.

“They will be Malaysia’s first indigenous eight-by-eight- wheeled armored vehicles,” BAE spokeswoman Louise Robson said in a telephone interview today in Malaysia’s capital Kuala Lumpur. “It is an important deal to us.”

BAE, Europe’s biggest defense contractor, has been doing business with the Malaysian government for the past 25 years, supplying its air force with Hawk training jets and helping Boustead Holdings Bhd. build navy frigates. FNSS hopes to complete details including the dollar value, number of vehicles and delivery schedule with DRB-Hicom Defence Technologies Sdn Bhd in the second quarter of this year, Robson said.
BAE owns 49 per cent of FNSS, a Turkish maker of military vehicles. Nurol holds the remaining 51 per cent, she said.

Separately, Eurocopter SA, a unit of European Aeronautic, Defence & Space Co, was told it can proceed with a RM1.6 billion contract to supply 12 EC725 search and rescue helicopters to the Malaysia government, Eurocopter Southeast Asia Vice President Kevin Dell said in an interview. A letter of intent was signed in late 2008, then put on hold by the government for budget reasons, he said.

Eurocopter received a letter of acceptance yesterday from the defence ministry and is in discussions to convert this into a contract “soon,” Dell said.

Kuala lumpur (ANTARA News) - PT Pindad dan WGR Malaysia, di Kuala Lumpur, Malaysia, menyepakati penjualan enam panser 6X6 "Anoa" produksi Pindad.

Kesepakatan itu dituangkan dalam nota kesepahaman yang ditandatangani kedua pihak di arena "Defences Services Asia Exhibition and conference 2010", di Kuala Lumpur, Kamis.

Penandatanganan disaksikan Menhan Purnomo Yusgiantoro dan Menteri BUMN Mustafa Abubakar.

Panser 6X6 Pindad merupakan kendaraan tempur pengangkut personel dengan sistem penggerak roda simetris yang dirancang khusus untuk TNI AD, khususnya kavaleri.

Panser ini dapat mengangkut 10 personel dengan tiga kru, satu komandan, dan satu "gunner".

Panser juga dilengkapi dengan "mounting" senjata 12,7 mm yang dapat berputar 360 derajat.

hmmm... tiba2 aku terpikir pembelian sbb nak amik hati jiran. Dengar cerita Anoa ini pun TNI tak beli pakai pun, cuma dihantar sebagai kenderaan misi pengaman di Lebnon.

Bila create satu entity baru dengan pengarah2, pengerusi dan lembaga2 pengarah, staffs, jurutera2... semua dgn hiraki terbaru bertambahlah kos penggajian dan elaun yg perlu ditampung oleh gomen. Kalo letak bawah entity sedia ada sekurang2 kos dapat jugak dikurangkan.

DSA 2010 Records RM25 Bln Worth Of Contracts And Agreements

KUALA LUMPUR, April 22 (Bernama) -- About RM25 billion worth of contracts and agreements were signed at the Defence Services Asia (DSA) 2010 exhibition and conference which ended here on Thursday, the highest amount since the event was launched in 1988.

From the total, RM15 billion came from an agreement between Russia's Irkut Aviation Corporation, which manufactures modern jet fighters, and the Defence Ministry.

Under the agreement, Irkut will be involved in supplying spare parts and weapon systems, and producing aerospace components for the local and international markets.

In addition, 20 agreements worth RM10.355 billion were signed by the ministry and related agencies with 11 companies, including five foreign firms, during the four-day event.

The agreements comprised eight contracts, five memorandums of understanding (MoUs), three letters of agreement (LOAs) and four letters of intent (LOIs).

"The figure (RM25 billion) is the highest recorded in the organising of the series," Defence Minister Datuk Seri Dr Ahmad Zahid Hamidi said at a press conference at the Putra World Trade Centre here today.

Zahid said that Irkut had also proposed to set up a component and spare part facility at Taman Teknologi Pertahanan dan Keselamatan Malaysia which would be built soon.

"Through this collaboration, Malaysia will not only be getting benefit from the huge investment but also from the sharing of expertise and transfer of technology," he said.

Zahid said he was pleased that the participation of local companies in the biennial event had increased by 300 per cent, which would help in the growth of the defence industry.

"This year 250 local companies took part compared to only 61 companies two years ago," he said.

Zahid attributed the drop in the participation of foreign companies to several factors, including the global economic environment and difficulties in getting flights.

This year, only 500 foreign companies took part compared to 657 firms at DSA 2008.

"To ensure that this problem does not occur at DSA 2012, I will be having face-to-face communication and visits to Europe and Asia to promote the event," he said.

"The organisers should also plan their promotion and marketing strategy earlier to attract foreign participation," he added.

Overall, DSA 2010 which started on April 19 had attracted the participation of 22 countries, with most of them from Europe as well as Australia.

DSA Exhibition and Conference Sdn Bhd's director Datuk Azzat Kamaludin said the four-day event had attracted about 26,000 visitors from 60 countries.

Despite the challenges faced by several overseas participants, especially those from Europe, who eventually managed to fly in despite the flight woes caused by the ash volcanic, Azzat said the event had succeeded in providing the platform for successful networking, business collaborations and strategic alliances.

"By all accounts and based on feedback received, it was a very successful and fruitful event for exhibitors and trade visitors alike," he said in a statement on Thursday.

Bekas PAT dilantik duta ke Perancis

KUALA LUMPUR: Yang di-Pertuan Agong, Tuanku Mizan Zainal Abidin, hari ini berkenan menyerahkan watikah pelantikan kepada empat duta dan seorang pesuruhjaya tinggi.

Tan Sri Dr Abdul Aziz Zainal, 58, yang juga bekas Panglima Angkatan Tentera menerima watikah sebagai duta Malaysia ke Perancis dalam satu istiadat penyerahan watikah pelantikan di Istana Negara.
Turut menerima watikah pelantikan ialah Datuk Zakaria Sulong sebagai Pesuruhjaya Tinggi Malaysia ke Britain; Datuk Ho May Yong sebagai Duta ke Switzerland; Datuk Muhammad Shahrul Ikram Yaakob sebagai Duta ke Austria; dan Mat Dris Yaakob, 40, sebagai Duta ke Syria.
Ini kali kedua Zakaria, 57, bertugas di London dalam karier diplomatik selama 35 tahun.

Beliau menyandang jawatan penasihat kedutaan pada tahun 1993 sebelum berkhidmat sebagai Duta ke Bosnia-Herzegovina pada tahun 2000 dan Duta ke Jerman pada 2007 sehingga sebelum pelantikan ke London.

Ho, 52, berkhidmat dengan Wisma Putra sejak 1984 dan pernah bertugas sebagai Konsul Besar Malaysia di Perth, Australia, dan Pegawai Tugas-tugas Khas kepada Perdana Menteri.

Muhammad Shahrul Ikram, 48, sebelum ini Duta ke Qatar dan pada Februari tahun ini, beliau dipilih sebagai Pengerusi Lembaga Gabenor Agensi Tenaga Atom Antarabangsa (IAEA) yang beribu pejabat di Vienna untuk penggal 2009/2010.
Mat Dris, 50, sebelum ini pernah bertugas sebagai Konsul Besar Malaysia di Vancouver, Kanada, dan penasihat kedutaan di Oman.

APMM tahan nelayan indonesia dalam perairan Malaysia

LANGKAWI – Agensi Penguatkuasaan Maritim Malaysia (APMM) Wilayah Utara, menahan 21 nelayan warganegara Indonesia berumur antara 21 hingga 55 tahun kerana menangkap ikan di perairan Malaysia, di Pulau Perak kira-kira 86 batu nautika dari Langkawi, semalam.

Ketua Penguat Kuasa Maritim APMM Wilayah Utara, Laksamana Pertama Maritim Zulkifli Abu Bakar berkata, empat buah bot yang digunakan untuk menangkap ikan di perairan itu turut dirampas.

"Nelayan dari Belawan, Indonesia terbabit mendapat satu tong seberat 50 kilogram pelbagai jenis ikan setelah berada di perairan selama empat hari.

"Tangkapan dibuat oleh 25 anggota Daerah Maritim Satu Langkawi yang mengadakan rondaan penguatkuasaan Operasi Satria utara di perairan Selat Melaka utara,” katanya pada persidangan akhbar di pangkalan Bukit Malut, di sini awal pagi ini.

Zulkifli berkata, anggota APMM mengesan kumpulan pertama dengan tiga bot nelayan asing pada pukul 9.56 pagi semalam, 40 batu nautika selatan dari Pulau Perak dan 86 batu dari Langkawi kerana sedang menangkap ikan di perairan negara ini.

Mereka dibawa ke Jeti Perikanan Bukit Malut di sini untuk siasatan lanjut,” katanya. – Bernama

RMAF Ready To Shift Base From Sg Besi


PETALING JAYA, May 17 (Bernama) -- Royal Malaysian Air Force (RMAF) chief Datuk Seri Rodzali Daud today said though the government had not made a request yet, the RMAF was ready to shift its base from Sungai Besi to enable the base to be developed as a commercial hub.

Rodzali said shifting from the current base would provide RMAF an opportunity to have better facilities and modern infrastructure for officers of the RMAF, including a headquarters.

"Shifting the RMAF base from Sungai Besi to Dengkil is still in the planning stages...I do not want to elaborate but the government has plans. But on our side, we will be ready," he told reporters after handing out 'wings' as Nuri air quartermasters here on Monday.

It was earlier reported in a local tabloid that Defence Minister Datuk Seri Dr Ahmad Zahid Hamidi had denied reports that the Sungai Besi RMAF base would be developed as a commercial hub.

Zahid had said that he was not aware of any such proposal or plans from the government to develop the base.

Rodzali said if directed to shift, all RMAF assets and facilities, including aircrafts would be shifted to the RMAF Base in Subang or any other base while waiting for the new base to be completed.

During the ceremony, 22 officers, 16 from RMAF, three from the Royal Malaysian Navy and three from the Fire and Rescue Department, received their certificates and 'wings'.

Rodzali said officers who had undergone the course for nine months would assist in handling aircrafts during operations.

"It will be a challenging task for them but they must operate as a team player when carrying out their duties," he said.

belum tahu lagi, as aku post dulu, ada 3 tempat cadangan utk epos pindah :
1. rawang/bukit beruntung (tapak lama KLIA)
2. Dengkil (xleh buat runaway, cuma airfield kecik coz dekat ngan KLIA)

Apa macam boleh jadik tu, payah kalo benda mcm ni di tak dikasik tau Suspect

bte, miat tu yg kat tepi highway nilai-klia-shah alam tu kan, dulu aku pelik mcm mana ada 2-3 kapal terbang kat dalam kawasan tu, mana dia lalu?

Tapi kalo dia buat kat rawang/bkt beruntung bagus jugak, boleh boost sikit kawasan tu secara ekonomi.
