Tudm rancang miliki pesawat canggih

KUALA LUMPUR 31 Mei - Tentera Udara Diraja Malaysia (TUDM) merancang memiliki beberapa jenis pesawat tempur baru bagi mengukuhkan lagi pasukan itu sejajar dengan perkembangan teknologi dan usia TUDM yang menjangkau 52 tahun esok.
Panglima TUDM, Jen. Datuk Seri Rodzali Daud berkata, satu pasukan penilaian telah ditubuhkan bagi mengkaji beberapa jenis pesawat yang telah dikenal pasti dalam usaha memiliki aset canggih sejajar dengan peredaran semasa.
Beliau berkata, antara pesawat yang diteliti ialah F/A-18E/F Super Hornet buatan Amerika yang dianggap mempunyai keupayaan multi role combat aircraft (MRCA) iaitu mampu melakukan tugas dari udara ke udara dan udara ke bumi.
"Sesuai dengan perkembangan semasa dari segi teknologi dan pemodenan aset, TUDM sememangnya memerlukan pesawat berteknologi terkini untuk membolehkannya bersaing dengan pesawat negara-negara lain di rantau ini," katanya kepada Bernama dalam wawancara khas sempena sambutan ulang tahun TUDM ke-52 esok.
Namun, TUDM tidak memfokuskan hanya kepada pesawat F/A-18E/F Super Hornet sahaja sebaliknya turut mengkaji beberapa pesawat lain seperti Gripen dan Eurofighter yang dianggap pesawat berteknologi tinggi dalam kelasnya yang tersendiri.
Katanya, pasukan penilaian itu turut ditugaskan untuk meneliti beberapa aspek sebelum sesuatu perolehan pesawat dibuat seperti keupayaan pesawat, sokongan alat ganti, kos dan peruntukan yang disediakan oleh kerajaan.
"TUDM mempunyai pengalaman dalam mengendalikan pesawat F/A-18D dan kita sedang mengkaji faktor keupayaan pesawat F/A-18E/F Super Hornet yang lebih canggih daripada pesawat itu," katanya.
Beliau berkata, walaupun pihaknya sedang meneliti pesawat-pesawat canggih yang lain, namun pesawat yang sedia ada tidak diabaikan termasuk pesawat tempur SU-30 MKM yang mana pesawat terbabit boleh membuat pelbagai penugasan strategik dan taktikal udara dengan berkesan.
"TUDM telah pun memiliki dua pesawat MRCA iaitu F/A-18D dan SU-30MKM, kedua-dua pesawat ini sememangnya berkemampuan untuk menjaga ruang udara negara dan kita sedang merancang untuk menukarkan pesawat-pesawat bukan MRCA kepada keupayaan MRCA," jelasnya.
Ditanya mengenai fungsi pesawat MiG-29, Rodzali berkata, pesawat berteknologi 80-an itu masih berkemampuan dan relevan terutamanya di rantau ini dan fungsi pesawat itu kini adalah sebagai Pesawat Pemintas dan Pertahanan Udara.

ATM sertai latihan Cobra Gold AS-Thai
KUALA LUMPUR 3 Jun – Angkatan Tentera Malaysia (ATM) akan menyertai latihan ketenteraan ‘Cobra Gold’ yang dikendalikan Amerika Syarikat (AS) dengan kerjasama Thailand bermula pada 2012.
Menteri Pertahanan, Datuk Seri Dr. Ahmad Zahid Hamidi berkata, perkara tersebut seperti yang dipersetujui Setiausaha Pertahanan AS, Robert Gates ketika beliau mengadakan lawatan rasmi ke negara itu minggu lalu.
Menurutnya, ATM sebelum ini hanya menjadi pemerhati sejak 2003 dalam latihan ketenteraan yang diadakan di Thailand setiap dua tahun sekali itu.
‘‘AS telah bersetuju menaik taraf penyertaan Malaysia dalam Cobra Gold, latihan bersama dengan negara lain seperti Thailand, AS, Singapura dan Filipina yang mana Malaysia hanya menjadi pemerhati sebelum ini.
‘‘Jadi, pada sesi akan datang, Malaysia melalui ATM akan menjadi peserta dalam latihan yang akan memberi ATM banyak ilmu dan pengalaman baru dalam bidang ketenteraan,” katanya pada sidang akhbar selepas merasmikan Pelancaran Hari Transformasi Kementerian Pertahanan di sini hari ini.
Hadir sama, timbalannya, Datuk Dr. Abdul Latiff Ahmad, Ketua Setiausaha Kementerian Pertahanan, Datuk Seri Abu Bakar Abdullah dan Panglima Angkatan Tentera, Jeneral Tan Sri Azizan Ariffin.
Cobra Gold yang diasaskan pada 1982 pada asalnya hanya melibatkan latihan di antara tentera Thailand dan AS sahaja tetapi telah disertai oleh beberapa negara lain beberapa tahun kemudiannya.
Ahmad Zahid berkata, pelbagai faedah akan diperoleh daripada penyertaan itu melibatkan teknik dan strategi perang termasuk penggunaan peralatan canggih semasa latihan itu.
Katanya, AS bersetuju memberi laluan kepada Airod Sdn. Bhd. membuat penyelenggaraan, baik pulih dan rombak rawat (MRO) pesawat Sikorsky S-61A-4 Nuri dan pengangkut C-130 Hercules mulai 2014.

Lifeline For Our Nuri Copters

KUALA LUMPUR: The United States has agreed to assist the Royal Malaysian Air Force in extending the lifespan of its fleet of 30 Sikorsky S-61A-4 Nuri helicopters and 20 Hercules C-130 transport aeroplanes.
Defence Minister Datuk Seri Dr Ahmad Zahid Hamidi said this was agreed upon during his call on US Defence Secretary Robert Gates last week."They have agreed to provide technical support via a maintenance, repair and overhaul (MRO) agreement for refurbishment and upgrading to be done through Airod Sdn Bhd.
"While the airframe will be much of the same, the aircraft will be more durable, with better cockpit features under the life-extension programme," he said, referring to improved avionics, flight instrumentation and on-board equipment.
Zahid added that the life-extension programme would begin in 2014, with funding from the 10th Malaysia Plan.The life-extension programme provides a breathing space for the RMAF which recently procured 12 Eurocopter EC725 combat helicopters and 4 Airbus Military A400M medium-lift transport aeroplanes.
Originally, the Nuris, purchased in 1968, were planned to be phased out by 2012, but with the latest development, they are expected to complement the EC725, much the same way as the A400 would do for the C-130s.
The EC725s are expected to be delivered next year while the A400Ms are scheduled for delivery in 2012.On another note, Zahid said he had managed to secure US$2.5 billion (RM8.1 million) worth of foreign direct investments from 25 US companies to participate in the Defence Industry Park in Sungkai.
"This follows my meeting with US captains of defence industries who have agreed in principle on the investments by the end of the year when the infrastructure takes shape.
"We hope to formally clinch the deals soon," he said after launching the Mindef Transformation Day at the Defence Ministry yesterday.
Zahid said the Sungkai facility would augur well for the Asean defence industries cooperation, following the preliminary Asean Defence Ministers Meeting in Hanoi, last week.
"We are to meet again in Hanoi on Oct 10 to finalise the commitment of other countries. So far, Indonesia and Thailand are very supportive of our plans on the transfer of technology and manufacture of defence assets and parts," he said.
On the biennial Cobra Gold multi-lateral exercise hosted by Thailand under the supervision of the US, Zahid said Gates was in favour of upgrading Malaysia's status as an observer to a participating country.
"As a participant of the exercise, Malaysia can obtain valuable experience on defence strategy, technology, training and operating sophisticated equipment," he said, adding Gates was also receptive to providing training for Malaysian armed forces personnel from the three services.

KUALA KRAI 6 Jun - Kementerian Pertahanan akan memperluaskan pasukan Askar Wataniah ke 50 kawasan Parlimen tahun ini dengan melibatkan sekurang-kurangnya 5,000 sukarelawan.
Timbalan Menteri Pertahanan, Datuk Dr. Abdul Latif Ahmad berkata, pasukan tersebut adalah penghubung di antara tentera dengan rakyat di samping dapat memberi semangat kepada generasi baru mencurahkan khidmat murni kepada negara.
Beliau berkata, pihaknya juga menyasarkan untuk meningkatkan anggota Askar Wataniah dengan nisbah dua orang berbanding seorang anggota tentera menjelang 2020.
''Sambutan yang kita terima setakat ini amat baik dan ia bertujuan memastikan penglibatan semua pihak terhadap tanggungjawab bagi menjaga negara.
''Ini merupakan hasrat kita untuk 'merakyatkan tentera' dan 'mententerakan rakyat' disebabkan itu kita menyasarkan setiap Parlimen terdapat 100 anggota sukarelawan,'' katanya.
Beliau berkata demikian selepas Majlis Pelancaran Kompeni Askar Wataniah Batalion 3, Rejimen 506, kawasan Parlimen Ketereh, Kubang Kerian, Kota Bharu dan Machang di Kem Sungai Durian di sini hari ini.
Turut hadir, Panglima Tentera Darat, Jeneral Datuk Zulkifeli Mohd. Zin dan Panglima 2 Divisyen, Mejar Jeneral Datuk Mohd. Noor Daud.
Abdul Latif berkata, pihaknya juga sedang mengkaji untuk menaikkan elaun anggota Askar Wataniah tetapi ia bukan menjadi faktor utama untuk menarik orang awam menyertai pasukan tersebut.
''Tanpa elaun pun penglibatan orang ramai amat memberangsangkan, jadi elaun bukan menjadi faktor penarik tetapi kita sedang mengkajinya.
''Kalau Askar Wataniah mengambil kira mengenai elaun, mereka bukan lagi anggota sukarela tetapi 'askar elaun' bagaimanapun saya ucap terima kasih kepada mereka yang menyertai pasukan ini," katanya.
Dalam pada itu, beliau berkata, pihaknya juga merancang untuk menubuhkan unit komunikasi Askar Wataniah yang melibatkan pengamal media.
Katanya, kepakaran yang dimiliki pengamal media boleh digunakan untuk mewujudkan perkongsian pintar dengan Angkatan Tentera Malaysia (ATM) kerana ia penting ketika berlaku peperangan.
''Selepas ini, kita minta wartawan untuk menyertai Askar Wataniah disebabkan kita akan mewujudkan sebuah unit komunikasi kerana dalam peperangan strategi komunikasi amat penting.
''Pengalaman dan kepakaran yang dimiliki oleh wartawan boleh dicurahkan untuk bersama-sama Askar Wataniah secara sukarela untuk mempertahankan negara," katanya.

Armed forces to get 3 support ships worth RM2.2bil

SINGAPORE: The Malaysian Armed Forces (MAF) will be acquiring three Multi-Role Support Ships (MRSS) worth RM2.2bil to provide faster humanitarian and disaster relief.
Defence Minister Datuk Seri Ahmad Zahid Hamidi said the MRSS would be a floating support system that would carry food, medical supplies, clothing supplies and utilities to areas affected by disasters.
“The vessel would also have a helicopter pad which would enable flexibility in the deployment of disaster relief supplies to affected areas.

KUALA LUMPUR: Kementerian Pertahanan berjaya mengurangkan RM110 juta setahun atau kira-kira 50 peratus bagi kos penyelenggaraan dan baik pulih pesawat juang Sukhoi dan MIG-29 dengan menamatkan perkhidmatan ejen pengendali dari syarikat Russia dan Malaysia.
Menterinya, Datuk Seri Dr Ahmad Zahid Hamidi, berkata perbincangan berhubung penamatan perkhidmatan itu dibincangkan sejak Mac lalu bagi mengurangkan kos dengan melantik syarikat tempatan memenuhi keperluan itu termasuk Airod Sdn Bhd dan ATSC Sdn Bhd.
ATSC juga akan dijadikan pusat rombak rawat (MRO) pesawat Sukhoi dan MIG-29 di Malaysia.
Buat masa ini, 15 pesawat Sukhoi ditempatkan di Pangkalan Udara Gong Badak, manakala tiga dalam proses pembuatan dan dijangka akan diserahkan kepada kementerian dalam tempoh terdekat, katanya pada sidang media selepas menyaksikan majlis menandatangani memorandum antara Crecom Burj Berhad (Crecom), IBH Investment Bank dan Irkut Corporation di sini, semalam.
Hadir sama Timbalan Perdana Menteri Russia, Sergey Borisovich Ivanov dan Ketua Pegawai Eksekutif Crecom, Mohammad Isa Abdullah.
Tiga perjanjian ditandatangani dengan satu daripadanya membabitkan perjanjian pembelian 50 pesawat penumpang MC-21 bernilai AS$5 bilion.
Ahmad Zahid berkata, beliau sudah mengadakan perbincangan dengan Sergey berhubung penamatan perkhidmatan ejen itu dan sudah mendapat persetujuannya.
Katanya, Sergey juga melahirkan rasa puas hati berhubung pengendalian dan prestasi Sukhoi yang kini ditempatkan di Pangkalan Udara Gong Bada di bawah pengendalian dan pengurusan Tentera Udara Diraja Malaysia (TUDM).
