"Polis memerlukan tambahan 10,000 anggota untuk bertugas bagi menurunkan indeks jenayah sebanyak lima peratus dan jenayah jalanan sebanyak 20 peratus di empat negeri ini.
"Oleh itu, salah satu sumber kita adalah membawa anggota-anggota PGA ini ke negeri-negeri berkenaan dan bertugas di situ," katanya.
Beliau bercakap kepada pemberita selepas Majlis Serah/Terima Tugas Ops Wawasan dan Ops Nyah 1 di Markas Taktikal Briged Tenggara PGA Lubok Setol di sini hari ini.
Mat Salleh mewakili Polis Diraja Malaysia (PDRM), manakala ATM diwakili Panglima Dua Divisyen, Mejar Jeneral Datuk Mohd. Noor Daud dalam majlis serah dan terima tugas itu.
Turut hadir Ketua Polis Kelantan, Datuk Abdul Rahim Hanafi; Panglima 2 Briged, Brigedier Jeneral Datuk Zulkifli Mansor dan Panglima 8 Briged, Brigedier Jeneral Abdul Rahim Abdul Mutalib.
Jelasnya, selepas enam bulan, kerajaan akan membuat keputusan semula sama ada akan meneruskan pengambilalihan itu atau tidak.
Menurut Mat Salleh, semua pertukaran itu hanya melibatkan kawasan sempadan negara di seluruh Semenanjung, manakala Sabah dan Sarawak tidak terlibat.
Sementara itu, Mohd. Noor berkata, ATM akan mengguna pakai pendekatan seperti yang digunakan oleh PDRM dalam menempatkan anggotanya untuk berkawal di semua pos terlibat.
"Buat permulaan kita akan tempatkan 10 anggota di setiap pos ini dan mereka akan diganti setiap dua bulan.
"Kita tidak ada masalah dengan tugasan seperti ini kerana memang sejak dulu ATM menjalin kerjasama erat dengan PDRM," ujarnya.

KUALA LUMPUR: Polis Diraja Malaysia (PDRM) mengorak langkah memantapkan lagi prosedur siasatan jenayah dengan melancarkan tiga inisiatif, termasuk mewujudkan Makmal Latihan Pencegahan Perjudian bagi melatih pegawainya dengan selok-belok perjudian bagi memerangi kegiatan itu habis-habisan.
Selain itu, PDRM menerusi Jabatan Siasatan Jenayah (JSJ) Bukit Aman turut menghasilkan Manual Standard Prosedur Operasi Siasatan (SOP) berhubung kes kekerasan seperti bunuh, rogol, cabul dan samun selain melancarkan portal ‘CID Update’ bagi memudahkan komunikasi dalaman jabatan itu. Ketua Polis Negara, Tan Sri Ismail Omar, berkata selain membanteras perjudian yang mendatangkan banyak kesan buruk kepada masyarakat dan negara, penubuhan makmal itu juga penting bagi memastikan PDRM sentiasa bersedia dengan pengetahuan dan peralatan sesuai selari perkembangan semasa.
Katanya, makmal dilengkapi peralatan perjudian bagi memberi latihan amali kepada pegawai PDRM, diharap membolehkan pegawai diiktiraf ‘pakar judi’ sekali gus dapat melaksanakan tugas membanteras perjudian haram secara lebih efektif.
“Seperti kata ‘to catch a thief, need to be a thief’ (bagi menangkap penjenayah, polis perlu berfikir seperti penjenayah) dan untuk menguatkuasakan undang-undang, PDRM setiap tahun mengadakan kursus pakar judi bagi melengkapkan pengetahuan di kalangan pegawai PDRM.
“Tujuannya memudahkan peserta kursus memahami setiap permainan judi yang dijalankan dengan lebih efektif melalui pendedahan amali seperti di kasino atau pusat perjudian,” katanya ketika berucap melancarkan tiga inisiatif berkenaan di Maktab PDRM, semalam. Hadir sama, Timbalan Ketua Polis Negara, Datuk Hussin Ismail dan Pengarah JSJ Bukit Aman, Datuk Seri Mohd Bakri Zinin.
Dalam perkembangan lain, Ismail berkata polis masih meneruskan siasatan berhubung kes penjualan bayi oleh sebuah hospital swasta di Jalan Ipoh di sini, termasuk kemungkinan sindiket itu mempunyai rangkaian di seluruh negara walaupun semua suspek sudah dibebaskan dengan jaminan polis.
Katanya, berkata kes berkenaan masih lagi dalam siasatan dan pihaknya juga melihat daripada segenap aspek sebelum mengambil sebarang tindakan susulan.
Beliau bagaimanapun enggan mengulas apabila ditanya sama ada polis akan menahan beberapa lagi individu yang dipercayai terbabit dalam kes berkenaan.
“Kita sedang menyiasat lagi... kita akan lihat perkembangannya nanti,” katanya.
Kelmarin, empat suspek termasuk seorang wanita dipercayai pembekal bayi kepada hospital swasta di sini yang ditahan pada 9 November lalu, dibebaskan dengan jaminan polis.
Tiga lagi suspek yang turut bebas ialah dua lelaki dipercayai pemandu teksi dan penjual roti canai dan seorang lagi wanita dipercayai ibu kepada seorang bayi yang dijual pada September lalu.
Selain empat suspek itu, turut ditahan ialah seorang doktor bergelar Datuk bersama isteri dan anak perempuannya serta tiga kakitangan hospital terbabit pada 1 November lalu, namun dibebaskan sembilan hari kemudian dengan jaminan polis.
Sementara itu, Ismail mengarahkan Jabatan Siasatan Jenayah (JSJ) Bukit Aman memberi tumpuan bagi memastikan pihak terbabit dalam kes pembunuhan seorang peguam di Ipoh, Selasa lalu, yang dipercayai dirancang penjenayah profesional, dihadapkan ke muka pengadilan.

| Pilot confirmed killed in Alaska F-22 fighter crash By Yereth Rosen
ANCHORAGE (Reuters) - The Air Force confirmed on Friday that the pilot of an F-22 fighter jet that crashed in Alaska earlier this week during a nighttime training mission perished in the accident.
Air Force officials initially had held out hope that the pilot of the Lockheed Martin twin-engine fighter equipped with stealth technology might have ejected and survived Tuesday night's crash.
"Based on evidence recovered from the crash site, and after two days of extensive aerial and ground search efforts, we know that Captain Jeffrey Haney did not eject from the aircraft prior to impact," Colonel Jack McMullen, commander of the Air Force 3rd Wing, said in a statement.
Search teams at the wreckage site, about 100 miles (160 km) north of Anchorage, found part of Haney's ejection seat and several items the pilot wore during the flight, McMullen said.
At a news conference, McMullen said the the crash left a hole in the earth and that most of what remains of the aircraft is below ground level. An aerial photo of the crash site showed a round crater in the forest, surrounded by blackened trees.
Radar contact with Haney's aircraft was lost as the jet and another plane were returning to their home base at Joint Base Elmendorf-Richardson. The wreckage was spotted the next morning by an Alaska National Guard helicopter crew.

Selain itu, PDRM menerusi Jabatan Siasatan Jenayah (JSJ) Bukit Aman turut menghasilkan Manual Standard Prosedur Operasi Siasatan (SOP) berhubung kes kekerasan seperti bunuh, rogol, cabul dan samun selain melancarkan portal ‘CID Update’ bagi memudahkan komunikasi dalaman jabatan itu. Ketua Polis Negara, Tan Sri Ismail Omar, berkata selain membanteras perjudian yang mendatangkan banyak kesan buruk kepada masyarakat dan negara, penubuhan makmal itu juga penting bagi memastikan PDRM sentiasa bersedia dengan pengetahuan dan peralatan sesuai selari perkembangan semasa.
Katanya, makmal dilengkapi peralatan perjudian bagi memberi latihan amali kepada pegawai PDRM, diharap membolehkan pegawai diiktiraf ‘pakar judi’ sekali gus dapat melaksanakan tugas membanteras perjudian haram secara lebih efektif.
“Seperti kata ‘to catch a thief, need to be a thief’ (bagi menangkap penjenayah, polis perlu berfikir seperti penjenayah) dan untuk menguatkuasakan undang-undang, PDRM setiap tahun mengadakan kursus pakar judi bagi melengkapkan pengetahuan di kalangan pegawai PDRM.
“Tujuannya memudahkan peserta kursus memahami setiap permainan judi yang dijalankan dengan lebih efektif melalui pendedahan amali seperti di kasino atau pusat perjudian,” katanya ketika berucap melancarkan tiga inisiatif berkenaan di Maktab PDRM, semalam. Hadir sama, Timbalan Ketua Polis Negara, Datuk Hussin Ismail dan Pengarah JSJ Bukit Aman, Datuk Seri Mohd Bakri Zinin.
Dalam perkembangan lain, Ismail berkata polis masih meneruskan siasatan berhubung kes penjualan bayi oleh sebuah hospital swasta di Jalan Ipoh di sini, termasuk kemungkinan sindiket itu mempunyai rangkaian di seluruh negara walaupun semua suspek sudah dibebaskan dengan jaminan polis.
Katanya, berkata kes berkenaan masih lagi dalam siasatan dan pihaknya juga melihat daripada segenap aspek sebelum mengambil sebarang tindakan susulan.
Beliau bagaimanapun enggan mengulas apabila ditanya sama ada polis akan menahan beberapa lagi individu yang dipercayai terbabit dalam kes berkenaan.
“Kita sedang menyiasat lagi... kita akan lihat perkembangannya nanti,” katanya.
Kelmarin, empat suspek termasuk seorang wanita dipercayai pembekal bayi kepada hospital swasta di sini yang ditahan pada 9 November lalu, dibebaskan dengan jaminan polis.
Tiga lagi suspek yang turut bebas ialah dua lelaki dipercayai pemandu teksi dan penjual roti canai dan seorang lagi wanita dipercayai ibu kepada seorang bayi yang dijual pada September lalu.
Selain empat suspek itu, turut ditahan ialah seorang doktor bergelar Datuk bersama isteri dan anak perempuannya serta tiga kakitangan hospital terbabit pada 1 November lalu, namun dibebaskan sembilan hari kemudian dengan jaminan polis.
Sementara itu, Ismail mengarahkan Jabatan Siasatan Jenayah (JSJ) Bukit Aman memberi tumpuan bagi memastikan pihak terbabit dalam kes pembunuhan seorang peguam di Ipoh, Selasa lalu, yang dipercayai dirancang penjenayah profesional, dihadapkan ke muka pengadilan.

At a news conference, McMullen said the the crash left a hole in the earth and that most of what remains of the aircraft is below ground level. An aerial photo of the crash site showed a round crater in the forest, surrounded by blackened trees.
Radar contact with Haney's aircraft was lost as the jet and another plane were returning to their home base at Joint Base Elmendorf-Richardson. The wreckage was spotted the next morning by an Alaska National Guard helicopter crew.

| Kadet akademi Tentera Diraja Sandhurst Terima Elaun Masa Cuti
KUALA LUMPUR: Pegawai-pegawai kadet yang mengikuti kursus di Akademi Tentera Diraja Sandhurst, England, bakal menerima kenaikan elaun sara diri untuk tempoh semasa bercuti.
Menteri Pertahanan Datuk Seri Dr Ahmad Zahid Hamidi berkata kenaikan kadar elaun itu telah diluluskan oleh Kabinet pada awal September lepas ekoran elaun yang diterima mereka sebelum ini tidak mencukupi.
"Kita telah menambah elaun pegawai-pegawai kadet ini dan ia telah mendapat kelulusan daripada Jemaah Menteri supaya perolehan elaun itu mencukupi terutamanya semasa mereka bercuti panjang di England," katanya kepada pemberita selepas menerima kunjungan hormat Ketua Turus Am Tentera British, Jeneral Sir Peter Wall, di Kementerian Pertahanan di sini pada Isnin.
Kadar elaun yang bakal diterima pegawai kadet itu ialah 160 Pounds berbanding kadar yang sebelum ini iaitu 46.40 Pounds, setahun.
Beliau berkata kementeriannya juga akan meneruskan tradisi menghantar pegawai-pegawai kadet yang berpotensi menjalani latihan ketenteraan di akademi terbabit.
Katanya, dalam sesi pertemuan terbabit, Malaysia dan Britain juga berikrar akan meneruskan hubungan kerjasama bukan sahaja dalam misi pengaman tetapi juga dari segi latihan ketenteraan.
"Hubungan dua hala ini akan diteruskan termasuklah dalam Perjanjian Pertahanan Lima Negara (FPDA) untuk meneruskan latihan bersama. Melalui program integrasi dengan UK, kita juga akan meningkatkan penggunaan peralatan tanpa menggunakan bajet yang besar," kata Ahmad Zahid.
Menerusi FPDA, lima negara yang terlibat iaitu Malaysia, Singapura, Australia, New Zealand dan UK perlu mengeluarkan bajet masing-masing untuk mengadakan latihan itu.Sementara itu, Wall menyifatkan kunjungan kali pertamanya ke Malaysia sangat memberangsangkan.
"Saya lihat masa depan cerah dalam aspek hubungan dua hala antara kedua-dua pasukan tentera, bukan hanya kerana kita adalah sebahagian daripada lima FPDA, tetapi kerana kita ada hubungan dua hala dalam aspek latihan, pemahaman, operasi, kelengkapan dan sebagainya," kata beliau. - BERNAMA

| PTD baru wajib ikuti latihan Askar Wataniah 2010/11/24
PUTRAJAYA: Semua Pegawai Tadbir Diplomatik (PTD) lantikan baru yang mengikuti Diploma Pengurusan Awam di Institut Tadbiran Awam Negara (INTAN) akan diwajibkan menjalani latihan Askar Wataniah bermula pengambilan November ini.
Ketua Pengarah Perkhidmatan Awam, Datuk Seri Abu Bakar Abdullah berkata, latihan Askar Wataniah akan diperkenalkan sebagai sebahagian daripada kokurikulum Kursus Diploma Pengurusan Awam (DPA) yang menjadi kursus mandatori bagi setiap PTD lantikan baru. "Pihak INTAN sudah bersedia dengan modul latihan Askar Wataniah dan akan dilaksanakan pada pengambilan November ini. Selain modul latihannya sendiri, INTAN akan turut menerapkan modul kursus perkhidmatan berpakaian seragam lain seperti Bomba dan Penyelamat serta Polis Diraja Malaysia. "Penekanan latihan Askar Wataniah berkait rapat dengan elemen patriotisme, ketahanan psikologi, keutuhan disiplin dan kecergasan jasmani selain mempunyai kekuatan membangunkan serta memantapkan modal insan penjawat awam dalam membantu transformasi negara," katanya.
Beliau berkata demikian pada Majlis Pelancaran Pasukan Sukarela Askar Wataniah di Jabatan Perkhidmatan Awam (JPA), di sini semalam.
Pelancaran Askar Wataniah di JPA adalah antara inisiatif yang diambil untuk memperkenalkan kegiatan sukarelawan kepada penjawat awam di JPA dan perkhidmatan awam keseluruhannya.
Mengenai pelancaran Askar Wataniah di JPA itu, Abu Bakar berkata, satu unit khas Askar Wataniah akan ditubuhkan bagi menumpukan kepada pelaksanaan Askar Wataniah untuk kakitangannya yang berminat.
