| Unjustified killing: UN wants US drone attacks explained Published: 19 June, 2012, 16:10
A UN investigator has called on Washington to provide justification for the increasingly widespread use of military drones to carry out targeted killings. He says drone attacks, which take innocent civilian lives, may be violating international law.
The US military and CIA use drones in Afghanistan, Pakistan, Iraq, Yemen and Somalia. Washington should clarify the legal basis for the policy of killing suspected Al Qaeda and Taliban leaders and associates rather than trying to capture them, Christof Heyns, Special Rapporteur on Extrajudicial, Summary or Arbitrary Executions, said in a report. The 28-page document addressed to the UN Human Rights Council was released ahead of the body’s debate on the issue in Geneva.
"The government should clarify the procedures in place to ensure that any targeted killing complies with international humanitarian law and human rights and indicate the measures or strategies applied to prevent casualties, as well as the measures in place to provide prompt, thorough, effective and independent public investigation of alleged violations," the report says.
"Although figures vary widely with regard to drone attack estimates, all studies concur on one important point: there has been a dramatic increase in their use over the past three years," Heyns said.
The UN official cites figures from the Pakistan Human Rights Commission, which said American drone strikes killed at least 957 people in Pakistan in 2010 alone. Out of the thousands killed by drones since 2004 roughly 20 per cent are believed to be civilians.
"Disclosure of these killings is critical to ensure accountability, justice and reparation for victims or their families," the rapporteur says.
Heyns stressed that international humanitarian law requires that every effort made to arrest a suspect and any use of force comply with the principles of necessity and proportionality. He added Washington has failed to respond satisfactorily to concerns voiced by his predecessor Philip Alston, in a 2009 report.
"The Special Rapporteur again requests the Government to clarify the rules that it considers to cover targeted killings … (and) reiterates his predecessor's recommendation that the government specify the bases for decisions to kill rather than capture 'human targets' and whether the State in which the killing takes places has given consent," Heyns said.
Drone attacks also create problems for Washington’s relations with its allies. They were one of the major points of conflict between the US and Pakistan, with the row resulting in disruption of supplies through Pakistani territory for American troops deployed in Afghanistan.
Pakistani Ambassador Zamir Akram spoke earlier on Monday during the opening session of the UN human rights body, saying his government considers the use of drones on its soil illegal, counterproductive and as violating Pakistan’s sovereignty. "Thousands of innocent people, including women and children, have been murdered in these indiscriminate attacks," he said.

The UK has made moves to stop a cargo vessel allegedly carrying refurbished Russian-made attack helicopters from completing its journey to Syria.
The MV Alaed had its insurance withdrawn by The Standard Club in London while it was about 50 miles (80.4km) off Scotland's north coast.
The insurer said it had sought more information on the boat's cargo.
Withdrawal of insurance prevents the MV Alaed from sailing until its owner can secure new cover.
It was thought that the vessel had stopped off the Western Isles.
The Foreign and Commonwealth Office (FCO) said it was unclear where the vessel would now go.
The Russian embassy in London has not yet commented.
The UK and US have raised concerns with Russia about shipments of weapons to Syria, which is subject to a European Union arms embargo.
In a statement, the FCO said: "We are aware of a ship carrying a consignment of refurbished Russian-made attack helicopters heading to Syria.
"The foreign secretary made clear to Russian Foreign Minister Lavrov when they met on 14 June that all defence shipments to Syria must stop.
"We are working closely with international partners to ensure that we are doing all we can to stop the Syrian regime's ability to slaughter civilians being reinforced through assistance from other countries." 'Carrying weapons'
The Standard Club said it believed the MV Alaed had been off the coast of the Western Isles when insurance was withdrawn.
It said the cover was withdrawn because the owners of the ship had "broken internal rules" of the club - a mutual insurance association - and not on the instructions of the UK government.
In a statement, it said: "We were informed on Friday evening that the ship might be carrying weapons, in particular attack helicopters, missiles and non-specific munitions, and we are making inquiries to establish what their side of the story is. "There are exclusion clauses in our cover and, for anyone involved in improper or unlawful trade, we can cancel cover.
"We are investigating whether or not to do so in this case."
In December last year, Russian warships and support vessels believed to have been headed for Syria took shelter in Scotland's Moray Firth during bad weather.
HMS York tracked aircraft carrier Admiral Kuznetsov, a destroyer, two frigates, an ocean-going tug and three oil tankers until the task group left and heading into the Atlantic.

A Fokker F-27 aircraft crashed into the ground on Thursday afternoon at the Rajawali housing complex near Halim Perdanakusuma Air Force Base, East Jakarta, reportedly damaging several houses of local residents.
Jakarta Police operations bureau chief Sr. Comr. Agung Budi Maryoto confirmed the news.
“Yes, we have received the information. An aircraft belonging to the Indonesian Air Force [TNI AU] has just crashed in Halim,” Agung said as quoted by kompas.com.
No casualties were yet reported, however, according to Metro TV at least six houses had caught on fire.

Syria confirms shooting down of Turkish F-4 Phantom
Syria has confirmed that it has shot down a McDonnell Douglas F-4E Phantom fighter operated by the Turkish air force after it allegedly "violated Syrian airspace" on Friday 22 June.
According to the official Syrian news agency Sana, the two-seat fighter entered Syrian airspace at around 11.40 local from the west at "very low altitude and at high speed over territorial waters". It was hit by anti-aircraft artillery around 1km from land and subsequently crashed into Syrian territorial waters 10km west of the village of Om al-Tuyour in the province of Lattakia.
Although joint search efforts are underway for the F-4E's two crew members, Turkey promises to "do what was required" in the situation.
Turkish president Abdullah Gül was reported on the country's Anadolou news agency as saying that the jet may have inadvertently strayed into Syrian airspace as part of a routine flight. There was no offensive intent on its part, he said.
Parts of the wreckage have been found, he added.
Both countries have been in contact, said Gul, despite the increasingly strained diplomatic relations between them since the start of the uprising against Syrian president Bashar al-Assad in March 2011.
"We withdrew our representatives from Syria due to security problems. This does not mean that there has been no contact," he said.
Turkey has operated F-4Es since 1974 and has 161 F/RF-4Es in its active inventory, as recorded in Flightglobal's MiliCAS database. sosej | |

The defence ministry on its website said Sultan Hassanal Bolkiah had expressed great sadness and extended his condolences to the families of the victims.

It also said that while the "exact circumstances of this tragic incident remain to be determined, the ministry of defence is taking appropriate action to ascertain the facts".
A local Brunei newspaper, the Borneo Bulletin, described the crash as the "worst tragedy in the history of Brunei's defence".
Despite sustaining grievous injuries, one of the two cadets who survived the crash asked: "How is my squad?", it reported.
It said one cadet was being treated for a fractured arm and an injured leg while the other underwent surgery but was in stable condition.
The national tragedy struck a day before Brunei's Muslim population marked the start of the fasting month of Ramadan on Saturday.
Britain maintains a small garrison and Bell 212 helicopter unit in Brunei and runs jungle warfare training courses for the British army.

30 November 2012 Friday Weapons stolen from Navy vessel Early in the morning of Friday 30 November 2012 an intruder overwhelmed a duty member onboard a patrol boat alongside HMAS Coonawarra.
The intruder overpowered the duty member, accessed the vessel’s armoury and removed a number of weapons. The person then departed the vessel with the weapons.
The incident was reported to NT Police. Defence is now working in conjunction with police in the conduct of their investigation.

Norway pushes for further assurances over JSM integration on F-35
Norway's deputy defence minister Eirik Øwre Thorshaug is to meet with officials from Lockheed Martin and the F-35s Joint Program Office in the first week of December, as Oslo seeks further assurances over the integration of the Kongsberg Joint Strike Missile (JSM) on to the stealthy fighter.
Oslo has committed to acquiring an initial four examples of the F-35A conventional take-off and landing variant of the Joint Strike Fighter, but securing the ability to field Kongsberg's "fifth-generation" munition was a pre-requisite for its order. It could eventually acquire up to 52 aircraft to replace its fleet of Lockheed F-16s, in a procurement exercise worth a total of NKr61.2 billion ($10.8 billion).
Although Norway has received what Thorshaug describes as "good signals on the political level" in its efforts to ensure integration, largely in the form of a letter from US Defense Secretary Leon Panetta, he acknowledges the process "is not finished".
"We are pushing and leaning forward in that respect, towards both [Lockheed] and the US government," he said during an event in Kongsberg to mark the unveiling of the first JSM fuselage. "We will not rest or hesitate in bringing this issue to our partners or important US ally.

"For the Norwegian government it is crucial to get the JSM integrated, mainly because we need to be operationally capable in relation to our national defence needs."
The Royal Norwegian Air Force views the JSM, with its range of about 150nm (277km) and ability to target and attack heavily armed naval vessels, as a key asset for defending its lengthy coastline.
However, Kongsberg also sees a potential market for the highly manoeuvrable missile, which can also neutralise land targets, with other F-35 partner nations worth a minimum of NKr20-25 billion. Harald Ånnestad, company president, says it has already held initial discussions with Australia, Canada, the Netherlands and South Korea over possible sales.
But Ånnestad is so confident about the weapon's performance and lack of a direct competitor, he believes the USA will also purchase the JSM for its F-35s, rather than spend valuable funds on developing a rival. "The market window is wide open for our missile," he says.
Additionally, Kongsberg will offer the munition for deployment on legacy fighters, principally Boeing's F/A-18, in the 2015 timeframe, although Ånnestad acknowledges nations will have to fund the integration work themselves.

Kongsberg aims to complete the JSM's critical design review by mid-2013, thereby securing a further contract from the Norwegian government to move into the next development phase.
This envisages flight testing and qualification using either Norwegian F-16s or US Navy F/A-18s in 2014, says Pål Bratlie, executive vice-president of Kongsberg's missile systems division. Integration work with the F-35 will then begin, aiming for deployment when aircraft with the Block 4 software upgrade begin to roll off the production line around 2020.
The JSM is derived from Kongsberg's Naval Strike Missile. Bratlie says changes to the munition's shape - partly driven by the need to fit inside the F-35's internal weapons bays - have helped the JSM to gain about 50nm in range over its sibling. It will also be enabled for land as well as naval warfare, he says. Additional modifications were required to allow it to cope with the extreme changes in temperature experienced between carriage in the weapons bay and deployment, he adds.
"There's nothing else on the market now, or in development, that has the same capability as the JSM," he adds.

Europe enters stealth club with Neuron first flight
Dassault today announced completing first flight of the Neuron, an unmanned combat air vehicle developed among six European partners.
The 5t-class stealth technology demonstrator powered by the Rolls-Royce Turbomeca Adour engine was flown from Istres, the flight test base of prime contractor Dassault.
Dassault has not released further details about the maiden flight. The Neuron was scheduled to achieve first flight in mid-year, but was delayed. [You must be registered and logged in to see this image.]
The aircraft will continue to be tested in France until 2014 when it moves to Vidsel, Sweden for operational trials, and, finally, to the Perdadesfogu range Italy to measure stealth characteristics and live-firing tests.
The Neuron programme was developed with Dassault, Italy's Alenia Aermacchi, Sweden's Saab, Spain's EADS-CASA, Greece's HAI, Switzerland's RUAG and France's Thales.

The Neuron joins at least two other flying, unmanned stealth aircraft, and the first produced in Europe.
The US military is flying the Lockheed Martin RQ-170 Sentinel in operations and is testing the Northrop Grumman X-47B. Boeing has retired the Phantom Ray, a derivative of the X-45C that once competed with the X-47B.
BAE Systems, meanwhile, has plans to achieve first flight of the Taranis unmanned stealth demonstrator in early 2013.
