Zahid: Kementah siasat isu RIV susulan teguran Sultan Johor

KUALA LUMPUR - Kementerian Pertahanan telah memulakan siasatan terhadap isu pembelian Rapid Intervention Vehicle (RIV), kata Menteri Pertahanan Datuk Seri Dr Ahmad Zahid Hamidi.
Beliau berkata tindakan undang-undang akan dikenakan terhadap pihak yang melakukan penyelewengan terhadap urusan pembelian aset tersebut.
"Saya telah kumpul maklumat daripada penyiasatan awal yang dilakukan dan jika didapati dakwaan Sultan Johor Sultan Ibrahim itu benar, maka tindakan perundangan akan dilakukan terhadap syarikat pembekal berkenaan.
"Kementerian tidak akan berkrompromi dengan sesiapa saja pun. Jika didapati benar-benar berlakunya penyelewengan di dalam pembelian RIV ini, kita akan ambil tindakan," katanya.
Beliau berkata demikian ketika mengulas siasatan yang dijalankan mengenai perbezaan harga RIV yang didakwa Sultan Ibrahim lebih mahal daripada harga yang dianugerahkan olehnya.
Pada majlis ulang tahun Rejimen Gerak Khas ke-47 di Kem Iskandar, Mersing, Johor, minggu lepas, baginda bertitah harga RIV yang dianugerahkan oleh baginda (Sultan Johor) berharga RM150,000 berbanding RM690,000 yang dijual oleh pihak pembekal.
Ahmad Zahid berkata kementeriannya tidak akan berkompromi, sama ada dengan syarikat pembekal atau mana-mana pegawai yang masih bertugas atau sudah meninggalkan kementerian, sekiranya mereka didapati terlibat dalam sebarang penyelewengan dalam tawaran pembekalan RIV tersebut. - Bernama

Tembakan yang dilancarkan dari platform sekitar pukul 10 pagi ini itu tepat mengenai sasaran permukaan pada jarak dan kelajuan yang diprogramkan.
Tentera Laut Diraja Malaysia (TLDM) dalam satu kenyataan menyebut, dalam tembakan itu, ia telah melancarkan peluru berpandu jenis Exocet MM40 dari Kapal Diraja (KD) Lekiu dan Sea Skua dari helikopter Super Lynx.
Sementara itu katanya, Tentera Udara Diraja Malaysia (TUDM) melancarkan peluru berpandu jenis Maverick dan Harpoon dari pesawat pejuang F/A-18D.

Exclusive - Brazil delays jets decision until 2013; Boeing ascendant

UNITED NATIONS (Reuters) - Brazilian President Dilma Rousseff has decided to wait until mid-2013 to make a decision on a multibillion-dollar Air Force jets contract, and Boeing's chances of winning the deal have improved due to its recent alliances with local aircraft maker Embraer, two senior officials told Reuters.
The contract to overhaul Brazil's Air Force with more than 36 new fighter jets will be worth at least $4 billion and is one of the most closely watched defence deals in the emerging-market world. The finalists are Boeing, France's Dassault Aviation and Sweden's Saab.
Rousseff plans to apprise U.S. President Barack Obama of the delay during a possible meeting on the sidelines of the United Nations General Assembly this week, the officials said, speaking on condition of anonymity.
Rousseff herself will make the final decision on the jets, which will help mold Brazil's military and strategic alliances in coming decades as it seeks to establish itself as a major global power.
The contract is on hold in part for budget reasons, one of the officials said. Rousseff just emerged from a tough battle with public workers over wage increases, and it would be politically difficult for her to approve billions of dollars in spending for military hardware so soon after alleging that finances are tight.
"The (internal) conversations have become more specific and more focused and I think we're getting close to a decision," the official said. "But it's not going to be announced in 2012."
The tender has dragged on for more than a decade through three successive Brazilian governments, and picking the winner has become a bit like placing odds on a soccer match that never actually gets played. Nevertheless, news of Rousseff's deliberations has been closely followed and has sometimes moved the finalists' share prices, in part because of the lack of major defence deals in Europe and the United States.
Reuters reported in February that Rousseff was leaning toward Dassault's Rafale. However, since then new concerns have emerged about the Rafale's high cost and especially the terms of the technology-sharing that Rousseff believes are the most important factors in the deal, the officials said.
Meanwhile, Boeing has earned points by announcing a series of partnerships with Embraer, which is aggressively expanding its defence operations. Embraer said in July that Boeing will supply weapons systems for its Super Tucano fighter, and the U.S. company is also helping develop Embraer's KC-390 military transport and refuelling jet.
Reuters also reported in February that Boeing has frozen the price on its bid since 2009, an unusual step that is believed to have amplified the F-18's cost advantage over the Rafale. The per-unit cost of the jets has not been made public.
"Boeing is definitely looking better in the last few months," a second official said.
Saab is still seen as a distant third in the talks, both officials said.
Defence officials say Rousseff must make a decision soon because the existing Brazilian Air Force fleet is becoming increasingly obsolete and expensive to maintain. Brazil is also under pressure to increase its defence capabilities as it prepares to host the 2014 World Cup and 2016 Olympic Games.

KUALA LUMPUR, 25 Sept (Bernama) -- Kementerian Pertahanan tidak memerlukan siasatan oleh pihak luar berhubung isu pembelian Rapid Intervention Vehicle (RIV), kata Menteri Pertahanan Datuk Seri Dr Ahmad Zahid Hamidi.
Beliau berkata siasatan terperinci secara dalaman yang dijalankan sejurus selepas isu itu dibangkitkan Sultan Johor Sultan Ibrahim telah memadai bagi mencari punca kepada isu berkenaan.
"Maklumat awal hasil siasatan yang dijalankan telah pun saya peroleh dan setakat ini saya dapati kementerian tidak perlu kepada siasatan oleh pihak luar dalam mencari penyelesaian kepada isu ini," katanya mengulas mengenai perkembangan siasatan terhadap dakwaan Sultan Ibrahim mengenai perbezaan harga RIV yang lebih mahal daripada harga yang dianugerahkan oleh baginda.
"Saya sebagai Menteri Pertahanan mengambil tanggungjawab penuh atas keprihatinan yang ditunjukkan Sultan Ibrahim yang juga Kolonel Komandan Rejimen Gerak Khas yang membangkitkan isu ini dan saya akan pastikan siasatan dijalankan sehingga ke akar umbi," katanya kepada pemberita selepas merasmikan Simposium Tentera Laut Pasifik Barat (WPNS) ke-13 di sini, hari ini.
Beliau berkata siasatan itu bukan sahaja mengambil kira aspek harga tetapi semua dokumen pembelian seperti spesifikasi dan pakej pembelian yang melibatkan latihan.
Ahmad Zahid sebelum ini dilaporkan berkata kementeriannya tidak akan bertolak ansur, sama ada dengan syarikat pembekal atau mana-mana pegawai yang masih bertugas atau telah meninggalkan kementerian, sekiranya mereka didapati terlibat dalam sebarang penyelewengan dalam tawaran pembekalan RIV itu.
Sultan Johor pada majlis ulang tahun Rejimen Gerak Khas ke-47 di Kem Iskandar, Mersing, Johor 8 Sept lepas dilaporkan bertitah harga RIV yang
dianugerahkan oleh baginda ialah RM150,000 berbanding RM690,000 yang dijual oleh pihak pembekal.
Ditanya mengenai peruntukan terhadap kementerian pertahanan yang semakin mengecil berbanding pemilikan aset yang sedang dilakukan negara jiran, Ahmad Zahid berkata ia tidak perlu dibimbangkan kerana pembelian itu lebih kepada
penggantian aset lama.
Ahmad Zahid berkata perbincangan beliau bersama rakan-rakan sejawatnya dari negara lain juga menunjukkan mereka tidak berniat untuk melakukan provokasi sebaliknya pembelian itu lebih kepada menggantikan aset lama serta mengikut
keadaan semasa perubahan teknologi.
"Rasanya kita tidak perlu bersaing untuk tingkatkan perbelanjaan pertahanan, namun kami tetap merasa bangga kerana Perdana Menteri Datuk Seri Najib Tun Razak selaku Menteri Kewangan tetap memberikan peruntukan untuk pertingkatkan aset ketenteraan," katanya.
Berhubung simposium itu, Ahmad Zahid berkata kehadiran delegasi kira-kira 100 orang dari 21 negara anggota WPNS menujukkan pengiktirafan mereka terhadap peranan Malaysia dalam soal keselamatan di rantau ini.
"Kehadiran Panglima Tentera Laut yang ramai memberikan satu signifikasi bahawa peranan kita dalam soal keselamatan di rantau Asia Pasifik diberi pengiktirafan tertinggi oleh perwakilan," katanya.
Selain merundingkan pelbagai aspek berhubung keselamatan maritim, kerjasama serantau mengenai pendakwaan dan usaha melawan perlanunan, simposium dua hari
itu turut membincangkan keahlian Peru sebagai negara ke-21 anggota WPNS.
Simposium turut dihadiri Panglima Angkatan Tentera Malaysia Jen Tan Sri Zulkifeli Mohd Zain dan Panglima Tentera Laut Laksamana Tan Sri Abdul Aziz Jaafar.

Berhubung simposium itu, Ahmad Zahid berkata kehadiran delegasi kira-kira 100 orang dari 21 negara anggota WPNS menujukkan pengiktirafan mereka terhadap peranan Malaysia dalam soal keselamatan di rantau ini.
"Kehadiran Panglima Tentera Laut yang ramai memberikan satu signifikasi bahawa peranan kita dalam soal keselamatan di rantau Asia Pasifik diberi pengiktirafan tertinggi oleh perwakilan," katanya.
Selain merundingkan pelbagai aspek berhubung keselamatan maritim, kerjasama serantau mengenai pendakwaan dan usaha melawan perlanunan, simposium dua hari
itu turut membincangkan keahlian Peru sebagai negara ke-21 anggota WPNS.
Simposium turut dihadiri Panglima Angkatan Tentera Malaysia Jen Tan Sri Zulkifeli Mohd Zain dan Panglima Tentera Laut Laksamana Tan Sri Abdul Aziz Jaafar.

BEIJING 25 Sept. - Kapal pengangkut pesawat pertama China, yang dibeli dari Ukraine, memulakan perkhidmatannya hari ini dengan dinamakan sebagai Liaoning.
Kementerian Pertahanan dalam kenyataannya berkata, penyertaan kapal pengangkut pesawat itu di dalam tentera merupakan detik-detik penting bagi meningkatkan keupayaan tentera laut China ke tahap lebih moden.
Pentauliahan kapal Liaoning berkenaan sekali gus menjadikan China yang merupakan anggota tetap Majlis Keselamatan Pertubuhan Bangsa-Bangsa Bersatu (PBB), memiliki sebuah kapal pengangkut pesawat.
Kapal sepanjang 300 meter itu dinamakan mengikut nama wilayah timur laut China yang merupakan pelabuhan utama pangkalan tentera laut di bandar Dalian.
Kementerian tersebut berkata, kapal berkenaan akan meningkatkan keupayaan pertahanan China, membentuk kerjasama menangani ancaman keselamatan bukan tradisional di laut dan mempertahankan kepentingan, kedaulatan dan pembangunan negara itu.
Pengumuman kementerian itu dibuat ketika ketegangan isu pertikaian kepulauan Diaoyu di Laut China Timur yang turut dituntut oleh Jepun.
Malah, China turut terlibat dalam beberapa isu pertikaian wilayah dengan beberapa negara lain seperti Vietnam, Taiwan dan Filipina di Laut China Selatan.
Tahun lalu, Beijing menyatakan pendiriannya untuk mengubah suai kapal pengangkut pesawat itu sebagai tujuan latihan dan kajian. - AFP

MATRADE EYES RM761 MLN SALES FROM DEFENCE INDUSTRY MISSION TO INDOCHINA
KUALA LUMPUR, Sept 27 (Bernama) -- The Malaysia External Trade Development Corporation (Matrade) expects to generate total sales of RM761 million from the Specialised Marketing Mission (SMM) on the Defence Industry to IndoChina.
The SMM, the first such mission by Matrade, was held in Phnom Penh and Hanoi over six days from Sept 10.
In a statement today, Matrade said Cambodia saw potential sales of RM629.5 million while Vietnam concluded potential sales of RM131.5 million.
The mission’s objectives included the expansion of trade and economic collaboration between Malaysia, Cambodia and Vietnam in defence-related products and services, while strengthening existing business networking with the two nations.
Eight participating Malaysian companies were involved in a number of meetings including with the Deputy Prime Minister of Cambodia, General Tea Banh, who is also the country’s defence minister.
The delegation also met with the Cambodian Deputy Commander of the Armed Forces cum the Commander of the Prime Minister's Bodyguard Unit, the most influential and important military service in Cambodia, as well as with the Army, the Cambodian Navy, the Royal Cambodian Air Force and the Cambodian National Police.
In Vietnam, the mission met with the Vietnamese Foreign Relations Department responsible for the Vietnamese Defence Industry, and conducted business visits to two government-linked companies that are among five such agencies allowed to trade in defence and security products and services for the Vietnamese government.
A seminar on Malaysia’s defence technology and equipment was also held in both cities.
Matrade said despite some difficulty in doing business in the two Indochinese nations, the mission was successful in securing outstanding potential sales including for unmanned aerial vehicles, fast interceptor craft, fire, rescue and specialised vehicles, simulation training equipment and software, communications and command systems, MRO and design services.
A number of issues were identified including promoting only Malaysian-made products and services to avoid intellectual property issues, and the need for better market intelligence and flexible payment terms.
As a follow-up, immediate arrangements need to be made for the Vietnamese and Cambodian end-users to visit Malaysian production facilities, Matrade said, adding the inaugural mission would serve as a platform for future promotions of the Malaysian defence and security industry.

US aircraft carrier comes a-calling
KOTA KINABALU: The American aircraft carrier USS John C. Stennis said to be one of the 10 largest vessels in the US Navy has docked here for a goodwill visit.
This is the second visit of the nuclear-powered ship to Malaysia following its inaugural visit last year to Port Klang.
The aircraft carrier, also known as CVN-74 and about three football fields long, arrived off Kota Kinabalu early yesterday after being at sea for five weeks.
“This visit is part of our government's effort to foster closer relations with Malaysia.
“Since we have visited the peninsula last year, we decided to come to Kota Kinabalu this time around,” Carrier Strike Group Three commander Rear Admiral Chuck Gaouette told a media group aboard the ship.
He said the ship's 5,000 crew members were looking forward to spending a few days in Sabah.
The USS John C. Stennis is the seventh Nimitz-class nuclear-powered supercarrier in the US Navy.
The ship was commissioned on Dec 9, 1995 and, among others, has about 70 planes and jets, including the F/A-18F Super Hornet, F/A-18C Hornet, the E-2C Hawkeye, C-2A Greyhound, EA-6B Prowlers.
It also carries helicopters, such as the MH-60S Knighthawk and MH-60R Seahawk.
